About The Position

The Michigan Department of Corrections is seeking candidates for a Human Resources Analyst/Specialist position with a focus on Labor Relations. This role involves the administration and interpretation of various collective bargaining agreements, including the UAW, MCO, AFSCME, MSEA, and MPE-UTEA agreements, as well as Civil Service Rules. The position will represent the department in grievance processes and will be classified as either a Human Resources Analyst (9-12) or Human Resources Specialist (13) based on the qualifications of the selected candidate. The department is a Gold Level Veteran Friendly Employer, actively supporting military and veteran employees.

Requirements

  • Possession of a bachelor's degree in any major.
  • Four years of professional experience equivalent to a Human Resources Analyst, including two years equivalent to a Human Resources Analyst P11 or one year equivalent to a Human Resources Analyst 12 (for HR Specialist 13).
  • One year of professional experience providing human resources services equivalent to a Human Resources Analyst 9 (for HR Analyst 10).
  • Two years of professional experience providing human resources services equivalent to a Human Resources Analyst, including one year equivalent to a Human Resources Analyst 10 (for HR Analyst P11).
  • Three years of professional experience providing human resources services equivalent to a Human Resources Analyst, including one year equivalent to a Human Resources Analyst P11 (for HR Analyst 12).
  • Educational level typically acquired through completion of high school and the equivalent of at least two years of full-time active-duty experience at or above the E-6 level in the uniformed services may be substituted for the education requirement (for HR Analyst 9-12).
  • Four years of experience as an advanced 9-level worker in an ECP Group One classification (for HR Analyst Trainee 9).
  • Three years of experience as an E9, E10, or E11-level worker in an ECP Group One classification (for HR Analyst Trainee 9).
  • Two years of experience as an experienced level worker in an ECP Group One technician or paraprofessional classification (for HR Analyst Trainee 9).
  • Two years of experience as a first-line supervisor in an ECP Group Three classification (for HR Analyst Trainee 9).
  • One year of experience as a second-line supervisor in an ECP Group Three classification (for HR Analyst Trainee 9).
  • College credits may be substituted on a proportional basis for up to one half of the required experience (for HR Analyst Trainee 9).
  • Must attach a copy of official college transcripts indicating the specific type of degree earned and the conferred/graduation date.

  • As the position develops, it will be more and more responsible for the AFSCME collective bargaining agreement.

Responsibilities

  • Sole responsibility for administration and interpretation of the UAW Agreement on a Statewide basis for the Department (HR Specialist 13).
  • Interpret MCO, AFSCME, MSEA, and MPE-UTEA Agreements and Civil Service Rules for NERE’s for assigned facilities.
  • Represent the department in all forums associated with the grievance process.
  • Function as a labor relations representative on a statewide basis for the Department of Corrections.
  • Provide administration and interpretation of MCO, AFSCME, MSEA, MPE, and UAW Agreements and Civil Service Rules for NERE’s for assigned facilities.
