About The Position

The Arizona Department of Health Services (ADHS) is seeking a recognized HR expert for the role of Human Resources Analyst Senior, who will work under general supervision. Requirements

  • Deep knowledge of modern HR concepts, program development methodologies, and organizational design practices.
  • Advanced skill in drafting, implementing, and interpreting complex agency policies, operational procedures, and employment regulations.
  • Skill in developing executive-level metrics, dashboards, templates, and analytical reports to guide business strategy.
  • Ability to evaluate multifaceted, high-impact HR challenges and formulate compliant, high-level solutions.
  • Skill in mentoring lower-level team members, assigning/guiding work, and leading functional project teams to hit key milestones.
  • Skill in conferring with agency leadership, clarifying business requests, and persuading stakeholders across organizational boundaries.
  • Skill in designing and facilitating impactful HR training programs for supervisors, managers, and staff.
  • Ability to research industry trends and drive initiatives that streamline workflows and elevate service.
  • Background and reference check, including state and federal criminal records fingerprint check

Responsibilities

  • Drives end-to-end sourcing, candidate engagement, and requisition management for standard and specialized roles using targeted job boards, and recruitment events.
  • Collaborates directly with hiring managers to identify workforce needs, address hiring barriers, and deliver technical guidance on recruitment and selection best practices.
  • Develops job requisitions and announcements, evaluates applications and resumes, aligns interview questions, and conducts initial candidate outreach.
  • Compile hiring packets, conducts reference checks, verifies transcripts and credentials, and ensures regulatory compliance across all pre-employment processes.
  • Tracks key performance metrics, monitors time-to-fill and pipeline health, and prepares statistical recruitment reports and competitive salary analyses.
  • Applies AMS principles to talent acquisition, identifies continuous improvement opportunities, and authors Standard Work documentation for core HR processes.
