About The Position

This position is in the Office of Human Resources, HRIS Division. The Human Resources Analyst II is responsible for providing a wide range of complex office administration and support, reporting to the HCM Core Manager of Human Resources Information Systems. The role involves implementing and administering departmental office systems and procedures, communicating policies, and coordinating project plans. A key aspect of the role is assisting the division with complex, technical, and administrative tasks within Human Resources Information Systems, including electronic personnel records management, end-user training, public records fulfillment, report management, system maintenance and testing, tier-2 functional support, and workflow automation. The analyst will also draft correspondence, conduct research, and handle confidential matters with discretion.

Requirements

  • Graduation from an accredited college or university with a bachelor's degree, preferably in human resources administration, computer information systems, business or public administration, or a related field plus two years' professional experience in human resources administration.
  • Experience in human resources administration may be substituted on a year-for-year basis up to a maximum of four years for the required education.
  • Education beyond a bachelor's degree in human resources administration, business or public administration, education, psychology, or law may be substituted on a year-for-year basis up to a maximum of two years for the required experience.

  • Operational Knowledge of Workday.

Responsibilities

  • Implements and administers departmental office systems and procedures.
  • Communicates policies and procedures to departments, county employees and external partners.
  • Coordinates project plans, project meetings, and agendas.
  • Assists division in performing complex, technical and administrative tasks in the area of Human Resources Information Systems.
  • Manages the structural setup, categorization, and digital retention of employee files within the HRIS, ensuring compliance with retention schedules.
  • Assists with review of manuals, quick reference guides, and conducting system demonstrations for County Employees.
  • Assists with querying back-end databases to pull aggregate workforce data for Maryland Public Information Act (MPIA) or public records requests.
  • Assists with managing automated report schedules within the HRIS.
  • Assists with the functional configuration of enterprise platforms (e.g., Workday) and tests system updates, patches, and software fixes.
  • Serves as the back-up, technical troubleshooter for HR staff and division, assisting in resolving complex system errors, workflow stuck points, and information discrepancies.
  • Assists with analyzing manual HR workflows and translating them into automated, digital HRIS workflows.
  • Drafts correspondence, reports and documents.
  • Conducts research on various human resources information system issues.
  • Completes critical aspects of deliverables with a hands-on approach, including drafting acknowledgement letters and personal correspondence.
  • Prioritizes conflicting needs, handles matters expeditiously and proactively, and follows through on projects to successful completion.
  • Handles confidential matters with discretion.
  • Performs other duties as assigned.
