About The Position

The Division of Administration/Office of Human Resources has a vacancy. This position may be filled in the Compensation and Staffing unit. The Division of Administration is the state government's management arm and the hub of its financial operations. Division offices perform a wide variety of activities including the following: Overseeing the state's capital construction program Working to provide state and federal grants for community development Development of the state budget Providing technology services Giving agencies guidance in the state purchasing and contracting process as they seek goods and services Administering a program that provides federal funds to help Louisiana residents recover from a series of devastating hurricanes AN IDEAL CANDIDATE SHOULD POSSESS THE FOLLOWING COMPETENCIES: Communicating Effectively: The ability to relay information correctly and appropriately to connect people and ideas. Focusing on Customers: The ability to serve the needs of those who support and/or rely on the services provided. Using Data: The ability to use relevant and valid data to inform a recommendation for action. Managing Resources: The ability to ensure resources such as time, money, and people are utilized appropriately to result in maximum business value. Three years of human resources experience; OR Six years of full-time experience in any field; OR A bachelor's degree. EXPERIENCE SUBSTITUTION: Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field. Appointment Type: This vacancy will be filled by a new hire or by promotion of a current permanent status classified employee. A permanent status employee may be required to serve a new probationary period in lieu of promotion. Career Progression: This vacancy participates in a career progression group and may be filled from this recruitment as a Human Resources Analyst A, Human Resources Analyst B, Human Resources Analyst C, or Human Resources Specialist. Compensation: This position has a Special Entrance Rate (SER) as follows: If filled as a Human Resources Analyst A, the SER is $1,394.40 biweekly. If filled as a Human Resources Analyst B, the SER is $1,491.20 biweekly. This position also has retention pay of $1.00 per hour for each hour worked. Requirements

  • Three years of human resources experience; OR
  • Six years of full-time experience in any field; OR
  • A bachelor's degree.

Responsibilities

  • Reviews position descriptions for accuracy of organizational information. Contacts employees, supervisors, managers, etc. to elicit corrections or resolve conflicts in the information presented.
  • Conducts informal job analysis on positions when appropriate. Assists clients in writing position descriptions and evaluates position descriptions presented by clients to determine a job title fit.
  • Provides assistance to agency personnel on Civil Service rules, Federal and State laws, and department policies and procedures in assigned areas.
  • Enters and updates position data in LaGov HCM. Assures compliance with all rules and regulations of the DOA and DSCS regarding position control.
  • Prepares classification and compensation reports as needed and analyzes data for trends and problem areas.
  • Posts announcements for unclassified vacancies upon request. Posts job vacancies for classified job titles in LA Careers. Creates supplemental questions as appropriate.
  • Analyzes application for employment to determine if applicants meet minimum qualifications.
  • Conducts research for special projects related to recruiting.
  • Provides input into staffing and recruiting policies and improving processes to maximize efficiency.
  • Answers client questions regarding announcement waivers, posting requirements, and appointment types.
  • Reviews and processes special pay requests for individuals under Civil Service Rules to include Hiring Above the Minimum, Optional Pay Adjustments, Rewards and Recognition, Pay Upon Demotion, and other applicable pay rules.
  • Advises administrators, supervisors, and managers on the compensation system and how to approach concerns and problems with the system.
  • Analyzes and reviews wage and salary data, evaluates recruitment efforts and results as well as turnover data, relative to requests for Special Entrance Rates.
  • Determines eligibility and make recommendations to appointing authorities for approval/disapproval.
