About The Position

Great Prairie Area Education Agency has an opening for a Human Resources Administrator beginning the 2026-2027 school year. The Administrator of Human Resources serves as the personnel officer for the agency and provides leadership, direction, and oversight of all human resource functions. This position ensures effective recruitment, hiring, development, evaluation, retention, and support of high-quality staff while maintaining compliance with Iowa Code, administrative rules, collective bargaining agreements, and board policies.

Requirements

  • Bachelor’s degree in either Accounting or Business Administration.
  • Should possess above average skills in the areas of communication and implementation.

Responsibilities

  • Develop and be responsible for good human resources practices in all phases of Great Prairie AEA.
  • Assists the Chief Administrator in administrative operations outside Human Resources as needed.
  • Develop, recommend, interpret, and administer employee relations/labor relations policy for management.
  • Use technology to maintain an effective and efficient department.
  • Serve as management's representative on matters concerning Agency compliance or interpretation of state or national guidelines on employee relations/labor relations.
  • Maintain active communications with Agency administrators on their responsibilities in the areas of harassment, comprehensive equity and affirmative action.
  • Assist the Chief Negotiator of the agency as needed.
  • Assist the Chief Administrator in the management's negotiations team in the evaluation of proposals and development of appropriate counter proposals.
  • Cooperate with the Chief Financial Officer to keep all records and necessary data pertinent to negotiations.
  • Serve as an advisor to management on interpretation of the Master Agreements, Handbook and in-service management on contract administration matters.
  • Consult with administrators on the development and implementation of Agency policies and regulations.
  • Consult the Agency's legal council and the Chief Administrator on questions concerning employee evaluation, discipline and dismissal.
  • Assure that staff is properly evaluated in a timely manner.
  • Initiate and maintain an active recruitment process for the employment of personnel including attending career fairs in Iowa and surrounding states.
  • Assure that certified personnel carry the appropriate licensure, certification and approvals, and monitor attainment of full licensure/certification for all temporary licensed/certified employees.
  • Initiate appropriate contacts with the Board of Educational Examiners relevant to licensure of personnel.
  • Structure an Agency level Comprehensive Equity Advisory Committee.
  • Implement an employment program for staff predicated on Agency affirmative action objectives.
  • Maintain an effective and efficient HR office, including an efficient program for the procurement and storage of personnel data.
  • Be informed on state laws, rules, regulations, and litigations impacting the Agency in all areas of employee/labor relations.
  • Processing and management of the Human Resources department for completion of paperwork and state reporting such as but not limited to BEDS reporting, family medical leave act, workers compensation claims, employee accommodations, unemployment & insurance and benefit enrollment.
  • Represent the Agency on State and other level agencies as deemed appropriate.
  • Carry out the hiring procedures and assist the administrative team in logistics of hiring and onboarding staff as requested.
  • Report to the board of directors as requested by the Chief Administrator.
  • Assume other duties as assigned by the Chief Administrator.
