Position Summary Under the general direction of the Human Resources Director and direct supervision of the Compensation Manager, the Human Resource Analyst is responsible for assigned technical duties in the Human Resources Office. This may include functions pertaining to recruiting and onboarding, leave benefits, employee benefits, training, compensation, payroll, policy development, and employee relations. The primary job functions for this position will include recruiting and onboarding.

Requirements

  • Knowledge of HRIS systems and data analytics tools.
  • Proficiency in Microsoft Office Suite and document management systems.
  • Strong interpersonal skills for engaging with employees, candidates, and management.
  • Analytical and critical-thinking skills to address HR challenges, recommend solutions, and optimize processes.
  • Ability to coordinate multiple HR projects, prioritize tasks, and meet deadlines.
  • Ability to exercise initiative and sound judgment and to react resourcefully and responsibly under high pressure situations.
  • Must exhibit tact and discretion and be able to keep strict confidence.
  • Bachelor’s Degree in Human Resources, Business Administration, Psychology or related field; plus 1 year of experience in human resources or administrative work; or an equivalent combination of education and/or experience.
  • Must possess a valid Utah driver’s license or the ability to obtain one.
  • Must be able to communicate effectively in English both verbally and in writing.

Nice To Haves

  • Professional Human Resource Certificate preferred (SHRM-CP, SHRM-SCP, PSHRA-CP, PSHRA-SCP).

Responsibilities

  • Research and keep current with trends in Human Resource Management including but not limited to: COBRA, FMLA, STD, LTD, ADA, employee contracts, immigration laws, reference checking, incentives, interviewing techniques, downsizing, and turnover.
  • Assist in ensuring department policies and procedures are in accordance with City policy. Make recommendations for changes to existing policies to ensure compliance with new or changing regulations or laws. Assist in interpretation and communication of policies to departments. Gather information to support decision making regarding policies, regulations, compliance, or procedures. Help ensure all employment actions are consistent with policies and precedence.
  • Help develop processes and workflows to improve efficiency. Help improve the effectiveness of employment and personnel processes.
  • Coordinate the application process using hiring software, aligning postings with recruitment strategy. Review applications, schedule interviews, and ensure applicants receive notifications. Manage interview processes and extend job offers, overseeing pre-employment checks. Communicate with candidates regarding salary, benefits, and responsibilities. May support onboarding and internal promotion processes, and aid in succession planning.
  • Assist in the implementation, configuration, and maintenance of the HRIS system to support HR functions, including but not limited to employee data management, payroll processing, benefits administration, and reporting.
  • Assist with payroll functions, including data entry, payroll processing, and reconciliation of payroll-related data.
  • May conduct salary surveys and analyze labor market trends to support compensation decisions and workforce planning.
  • Support HR projects and initiatives by providing data-driven insights and recommendations to inform decision-making.
  • Design and implement employee engagement surveys. Analyze results and recommend strategies to improve job satisfaction and retention.
  • Support employee training programs tailored to organizational goals, such as leadership development, compliance training, or technical skills.
  • Manage retention of records of personnel transactions such as hires, promotions, transfers, performance reviews, and terminations, and employee statistics for government reporting.
  • Administer, assist, and/or support all aspects of employee leave processes as defined by city policy or state/federal law.
  • Assist the Human Resources Director and leadership team with all aspects of Human Resources when needed.
  • Coordinate with the Human Resources team in all areas of employee benefits and Human Resource needs.
  • Ensure City-wide compliance with Governmental Record Access and Management Act (GRAMA) requests. Review, redact, and otherwise prepare GRAMA requests for public release.
  • Other duties may be assigned.
