About The Position

The Bureau of Finance Administration and Planning seeks to hire a Human Capital Coordinator/ City Research Scientist to support the Administration Unit in planning, development, and implementation of Bureau wide human resource activities.

Requirements

  • For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.
  • To be appointed to Assignment Level II and above, candidates must have:
  • A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
  • A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
  • Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above.
  • Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.

Responsibilities

  • Research and implement various transactions related to recruitment, onboarding, payroll, employee benefits as well as promotions, transfers, separations and offboarding.
  • Coordinate daily activities of research projects for the division, ensuring compliance with study design and protocols.
  • Manage data collections, analysis, and documentation. Collaborating with research teams and stakeholders for recruiting Public Health professionals.
  • Makes and records observations on the progress of research/investigations, evaluates data and conducts presentations.
  • Maintain updated and accurate head count records; including personnel files; ensuring all legal and personal documentation for each employee is filed in both their electronic and physical folders.
  • Establish recruiting strategies requirements by studying organization plans and objectives; meeting with managers to discuss needs and provide comprehensive recruitment activities for assigned programs within the DOHMH.
  • Make recommendations to senior management regarding proposed policy changes based on City rules and regulations.
  • Work collaboratively with programs by planning, communicating and leading successful outcomes via in-person and virtual bi-weekly meetings
  • Evaluate job descriptions by discussing job requirements and applicant qualifications with hiring managers.
  • Assist with the DCAS Civil Service Job Classification Process and interact with HR’s Classification and Civil Service Unit as applicable based on HR Central's operational/programmatic needs.
  • Perform special research projects and assignments at the Director’s request.
