About The Position

The Housing Support Services Program (HSSP) Director, Office of Diversion and Reentry (ODR), will oversee the HSSP ODR Project-Based Buildings, including clinical services provided to clients with a history of justice involvement. HSSP is a specialized program that provides comprehensive and intensive field-based community mental health services designed to meet the unique needs of individuals in Permanent Supportive Housing (PSH) who are formerly homeless and have a Severe Mental Illness (SMI) or Serious Emotional Disturbance (SED). The HSSP Director, ODR will monitor and ensure the team of clinicians provides high-quality services that meet or exceed required contract, funder, and agency standards. The HSSP Director, ODR will provide administrative and clinical supervision for Program Managers and direct practice clinicians, if applicable. This position is responsible for maintaining the efficiency of operations while fostering teamwork among staff, across departments and programs.

Requirements

  • Master’s Degree in the field of Social Welfare or Marriage and Family Therapy
  • Current valid CA Driver’s License.
  • Minimum of four (4) years experience in the field of mental health and/or substance addictions.
  • Strong working knowledge of Medi-Cal documentation and requirements.
  • Outstanding clinical review skills
  • Strong training, project management, and team-building skills
  • Able to behave with sensitivity, tact, politeness and responsiveness with staff and clients
  • Detail oriented with excellent time management, organizational, written, verbal, interpersonal, presentation, and computer skills
  • Knowledge of trauma informed services, housing first and harm reduction methodologies.
  • Experience providing administrative and clinical supervision
  • Contract and quality assurance experience

Nice To Haves

  • Active clinical License and good standing with California Board of Behavioral Sciences for over two (2) years
  • Doctorate in psychology or related field; Licensure preferred
  • Authorized to provide clinical supervision for clinicians completing hours towards California Board of Behavioral Sciences licensure
  • Extensive experience working with individuals with severe and persistent mental illness and co-occurring disorders
  • Experience assessing clients for LPS holds

Responsibilities

  • In collaboration with the HSSP Senior Director, ODR, monitor all administrative aspects of agency’s Department of Mental Health (DMH) HSSP contract, including billing and contract maximization in compliance with contract goals and outcomes in a timely manner.
  • Serve as the liaison and primary contact for HSSP to ODR and agency’s ODR-funded program leadership.
  • Provide supervision to HSSP Program Managers to ensure programs are meeting contractual obligations per DMH Funder and effective collaboration with ODR, (Department of Health Services) DHS-funded ICMS (Intensive Case Management Service) Provider.
  • Attend meetings, respond to email correspondence, develop and maintain appropriate relationships (including with the Department of Mental Health and other Intensive Case Management support organizations) on behalf of the Senior Director and staff.
  • Represent agency interests at DMH meetings, as well as other DMH HSSP county-wide meetings.
  • Ensure productivity goals and outcomes are achieved, including a minimum of 65% of staff time being in direct service provision across program; including upholding DMH documentation standards and guidelines.
  • Support the coordination of clinical services and activities with outside agencies, partners, and funders; including the coordination of referral processes.
  • Support the coordination and development of new Project Based Housing sites and Scattered Sites assigned to HSSP.
  • Oversee and support the overall functioning of HSSP services at all Project Based Housing sites and Scattered Sites assigned to HSSP.
  • Collaborate with Clinical Quality Assurance and Billing Department to ensure compliance of program requirements.
  • In partnership with the Senior Director, provide individual and team supervision, support, and performance evaluations for all assigned staff.
  • Assist in recruitment, selection, training, supervision, and evaluation of direct service staff.
  • Collaborate with Quality Assurance to ensure proper staff orientation, training and audit preparedness for all clinical and mental health contracts.
  • Complete required reporting to LA County Department of Mental Health as outlined by contract requirements.
  • Support psychiatry needs such as data collection, client coordination, invoices, and reporting.
  • Support the HSSP Intern Program as needed.
  • Assist in crisis interventions as needed, including participating in on call rotation calendar for overnight and weekend After Hours Emergency Line.
