About The Position

Provide field-level health, safety, and environmental support to ensure compliance with company policies, client requirements, and all applicable local, state, and federal regulations. The HSE Technician is responsible for identifying unsafe acts and conditions, supporting incident prevention, conducting audits and inspections, assisting with incident investigations, maintaining documentation, and promoting a proactive safety culture across the project site.

Requirements

  • Working knowledge of OSHA regulations and construction/industrial safety standards
  • CPR / Standard First Aid Certification required
  • Strong hazard recognition and incident prevention skills
  • Experience conducting safety audits, inspections, and field observations
  • Experience with incident reporting and investigation support
  • Familiarity with JSA, THA, and risk management processes
  • Strong verbal and written communication skills
  • Ability to work effectively with craft workers, supervisors, clients, and management
  • Strong documentation, organization, and problem-solving skills
  • Proficiency in Microsoft Word, Excel, PowerPoint, email, and internet navigation
  • Ability to work independently and maintain professional judgment in field environments
  • High School Diploma or GED required
  • Ability to perform light work involving walking, standing, climbing, bending, kneeling, crouching, and reaching for extended periods
  • Ability to access active construction and industrial job sites safely
  • Ability to climb ladders, stairs, scaffolding, and elevated work areas
  • Ability to wear required personal protective equipment (PPE) including hard hat, safety glasses, gloves, steel-toe boots, respirators, and fall protection when required
  • Ability to work in outdoor environments and variable weather conditions
  • Ability to lift -up to 20 pounds occasionally and up to 10 pounds frequently
  • Ability to hear, speak, and communicate clearly in both individual and group settings
  • Ability to respond to emergency situations as required
  • Authorization to work lawfully in the US without sponsorship from Norrell Construction is required.

Nice To Haves

  • 2+ years of construction, industrial, refinery, petrochemical, or contractor safety experience preferred
  • Competent Person Certifications preferred
  • Construction Site Safety Technician (CSST) or equivalent preferred
  • OSHA 30 preferred
  • TWIC card, Basic Plus, or other site-specific certifications preferred if required by client
  • Experience using EHS reporting systems such as EHS Insight preferred
  • Associate degree in Occupational Safety, Environmental Health, Industrial Safety, or related field preferred
  • Competent Person Certifications preferred
  • Construction Site Safety Technician (CSST) or equivalent preferred
  • OSHA 30 preferred
  • Additional client-required certifications as applicable (TWIC, Basic Plus, etc.)

Responsibilities

  • Ensure compliance with company HSE policies, client safety requirements, and all applicable local, state, and federal regulations
  • Conduct daily jobsite safety inspections and audits to identify unsafe acts, unsafe conditions, and environmental hazards
  • Maintain high field visibility and proactively intervene to prevent incidents before they occur
  • Assist supervision with daily safety meetings, toolbox talks, and weekly safety training sessions
  • Support the development and implementation of project-specific safety plans and safety execution plans
  • Verify completion and documentation of equipment inspections, tool inspections, and PPE compliance
  • Ensure compliance with Job Safety Analysis (JSA), Task Hazard Analysis (THA), and risk management processes
  • Maintain unsafe condition reports, observations, audits, and incident documentation in EHS Insight or other company systems
  • Report all injuries, incidents, near misses, and safety concerns immediately to project supervision and HSE management
  • Assist with incident investigations, root cause analysis, and corrective action follow-up
  • Support occupational and non-occupational case management with the Area HSE Coordinator or Manager
  • Participating in pre-job meetings, pre-qualification meetings, and customer safety committees as required
  • Ensure project personnel are trained on emergency response procedures, evacuation plans, and company safety expectations
  • Maintain compliance with all owner-supported safety programs, procedures, and client-specific requirements
  • Assist in maintaining current project safety manuals, HSE documentation, and company policy updates
