This role is within the Risk & Assurance team, with a 60/40 split between HSE and Technical Services responsibilities. The purpose and scope of the role is to conduct compliance assessments nationally in line with ISO 14001 & 45001 and British standards applicable to MAPP’s management of Fire, Health & Safety, and Environmental risks. It also involves supporting the Technical Services team in delivering technical audits and site-based support, including security assessments and audits where required. The HSE Technical Services Consultant will provide a dedicated technical resource across the portfolio, based out of MAPP’s Glasgow office but expected to support sites across all regions. The role involves managing incident investigation, reporting, and corrective action processes, reviewing technical documentation for client projects, and leading/assisting operational teams with HSE, MEP, and VT supply partners. The consultant will provide advice on MEP and VT projects, guidance on compliance documentation, and ad hoc technical resources. A key aspect is ensuring MEP compliance audits are completed in line with ACOPs, ISO, and British standards, and providing input on project works from a maintenance and facilities management perspective. Maintaining awareness of changes to relevant HSE legislation and industry guidance is crucial, as is contributing to the development of MAPP policies and procedures.

Requirements

  • 2 years' experience of working in a similar role.
  • Demonstrable understanding of H&S, Environmental, Security, building engineering, technical services, and maintenance, typically in high-quality commercial office property.
  • Solid understanding of Health & Safety, COSHH, L8, LOLER, PUWER, IPAF, PASMA, CDM.
  • Experience in conducting combined H&S audits, Fire Risk assessment’s, experience of running unplanned incident preparedness tests and fire drills.
  • Knowledge of working at height, confined spaces, pressure systems and substantial knowledge of operating, maintaining, and HVAC systems.
  • Computer literate; able to create spreadsheets, presentations and write logical, succinct, and persuasive reports.
  • Experience of leading the planning and delivery of audits.
  • Able to host and run required training event in relation to H&S and Technical services.
  • Relevant Engineering qualification or experience.
  • Relevant professional and/or technical qualification or membership IWFM/ NEBOSH/ IOSH.
  • Experience or working towards NCRQ Level 6 Diploma in Health and safety.

Responsibilities

  • Conduct compliance assessments nationally in line with the requirements of ISO 14001 & 45001 and British standards applicable to MAPP’s management of Fire, Health & Safety, Environmental risks.
  • Support the Technical Services team in delivering technical audits and site-based support.
  • Support in the delivery of security assessments and audits where required.
  • Manage incident investigation, reporting, and corrective action processes, ensuring lessons learned are embedded and continual improvement is achieved across all sites.
  • Review technical documentation on behalf of clients relating to fit-out, project, or redevelopment work.
  • Lead and assist operational teams with management and partnerships of HSE, MEP and VT supply partners, including consultants where appropriate.
  • Provide advice and guidance on any MAPP-instructed MEP and VT projects and escalate these requests to the Technical Service Lead.
  • Provide guidance to responsible persons on the management of compliance documentation and associated actions arising.
  • Provide ad hoc technical resources to the assigned and wider Portfolio.
  • Ensure MEP compliance audits are completed in line with the requirements of ACOPs, ISO, and British standards applicable to MAPP’s management of the property.
  • Provide input and comment on project works, from an ongoing maintenance and facilities management perspective.
  • Maintain awareness of changes to relevant HSE legislation, British Standards, industry guidance and recognised good practice, supporting the Technical Services team in communicating changes and assessing their potential impact across the portfolio.
  • Contribute to the development and continual improvement of MAPP policies, procedures, audit standards, compliance guidance and technical processes, using findings from site audits, incidents, contractor performance and operational feedback to drive consistent standards across the portfolio.
  • Engage with the Facilities Management, Building Consultancy, and Sustainability teams and develop a partnering ethos to aid V3 offers.
  • Assist in the administration of MAPP's MEP Data in Risk Wise and other electronic management systems for the Facilities Management Team.
  • Assist with the management of technical site inspections, audits.
  • Take a lead role in liaising with any fit-out, project work, or redevelopment instructions.
  • The role may require a degree of out-of-hours support and guidance for maintenance and emergency activities as required.
  • Assist with increasing the FM, Surveying, and Sustainability competency base.
  • Manage a team aligned with the MAPP Values.
  • Support the Facilities Management Team on small building works projects such as fabric works, plant replacement, and insurance works, ensuring projects are delivered on time, cost, and quality.
  • Provide Engineering contact touchpoint for business, direct questions either upward to TSD or via consultants support network.
  • Periodic Audits Management – in conjunction with MEP consultants Review of Contractor PPM documentation and Contractor logbooks, inspections of Plant Room and M & E equipment to ensure good condition and operation.
  • Review of Water Management System and Closed Water testing data.
  • Review of all MEP-related H&S requirements and associated documentation.
  • Review of Contractor’s performance against KPIs.
  • Work with the Sustainability and Climate Ready teams on building optimisation projects.
  • Periodic review of Energy performance and advice on sustainability data provided by the MAPP sustainability team or clients nominated representative.
  • Chair periodic contractor meetings and the issue of minutes thereafter to ensure the closing out of issues.
  • Full review of all contractor quotations and review with the contractor as required and/or recommendations for instruction provided to the client.
  • Consider implementation of new technologies including ‘Smart buildings solutions@ and Internet of Things (IOT) monitoring Advanced solutions MEES. Work climate ready and Sustainability teams to deliver projects.
  • Conduct planned and reactive Health, Safety, Fire and Environmental compliance audits and site inspections, identifying non-conformances, areas of risk and opportunities for improvement in accordance with MAPP policies, applicable legislation, ISO 14001 and ISO 45001 requirements.
  • Provide competent Health & Safety advice and guidance to Property Managers, Facilities Managers and operational teams, supporting the effective management of H&S risks across the portfolio.
  • Review and provide guidance on risk assessments, method statements (RAMS), safe systems of work and permit-to-work arrangements, ensuring appropriate controls are implemented for higher-risk activities.
