HSE Manager - Major Projects

Ramboll•Charlotte, NC
•$136,000 - $197,000

About The Position

The HSE Manager provides senior health, safety, and environmental leadership for Ramboll Energy and other GBA major project portfolios across the Americas. The role focuses on aligning HSE planning, governance, resourcing, and execution across major projects, including EPC and EPCM delivery models. Rather than serving as the day-to-day HSE Manager on every project, this position works upstream with internal stakeholders to embed HSE early in business development, tendering, project planning, and delivery preparation. It partners with Project Delivery, procurement, sales and tender management, engineering, commissioning, and other functions so that HSE risks, responsibilities, resource needs, and delivery expectations are clear before execution. Where project demand or resource constraints require it, the role may temporarily step into a Project HSE Manager position while maintaining a portfolio-wide focus. The HSE Manager supports major-project delivery by shaping practical HSE planning requirements, advising on proposals and contracts, defining scalable HSE organization and resource needs, supporting project teams and Project HSE Managers, and providing escalation and assurance. The role also oversees regulatory and contractual compliance, supports client audits and regulatory inspections, and establishes consistent performance reporting across EPCM projects. It promotes continuous improvement, stakeholder engagement, and a learning-focused approach to HSE across major projects in the Americas. The position is full-time, with flexible location arrangements; remote work is an option when not travelling. Travel is approximately 40%.

Requirements

  • Bachelor’s degree in Occupational Health and Safety, Safety Management, Engineering, Environmental Health, Construction Management, or a related technical discipline.
  • Professional HSE certification appropriate to the Americas market; Certified Safety Professional (CSP) is preferred, or the ability to obtain CSP within an agreed timeframe.
  • At least 10 years of progressive HSE experience, including significant exposure to major projects, EPC, EPCM, or complex construction-management delivery models.
  • Strong understanding of how HSE requirements are defined during tendering, contracting, procurement, mobilisation, project execution, and commissioning.
  • Proven ability to influence internal stakeholders, including project delivery, procurement, sales, tender management, engineering, commissioning, and senior project leadership.
  • Experience identifying project HSE resource needs, defining HSE scopes of work, and supporting scalable organization models for complex projects.
  • Ability to provide senior escalation support when project HSE issues, stakeholder alignment, or delivery-model challenges require intervention.
  • Working knowledge of construction-phase HSE controls, contractor management, incident investigation, assurance, regulatory compliance, and management-system implementation.
  • Ability to travel to project and stakeholder locations as required while maintaining focus on portfolio-level alignment and improvement.
  • Strong communication, facilitation, influencing, and stakeholder-management skills.

Nice To Haves

  • Degree-level education supported by significant major-project HSE experience may be considered when professional certification is in progress or an equivalent international route applies.
  • Experience with energy transition, power, renewables, industrial de-carbonisation, chemicals, manufacturing, mining, or major infrastructure projects.
  • Experience supporting owner’s EPCM models across multiple concurrent projects.
  • International or remote project experience.

Responsibilities

  • Lead alignment of HSE expectations, planning requirements, and governance for major projects across the Americas, including EPC and EPCM delivery models.
  • Coordinate senior HSE engagement between the GBA, Project Delivery, procurement, sales and tender management, engineering, commissioning, and other internal stakeholders.
  • Ensure HSE is involved early in business development, tendering, project planning, and delivery preparation so risks, scope, budgets, and resource needs are identified before commitments are made.
  • Translate Ramboll and client HSE expectations into practical planning requirements for project, commercial, and technical teams.
  • Provide strategic HSE input during proposals, contract reviews, and internal delivery planning, clarifying roles, responsibilities, interfaces, and escalation routes.
  • Build understanding across the Americas business of when and why HSE should be involved in major projects, particularly during tendering, contracting, mobilisation, and execution planning.
  • Define scalable HSE organization structures, resource requirements, and competency needs for major projects with internal stakeholders.
  • Support project teams in identifying when dedicated Project HSE Manager support, specialist HSE input, or additional project HSE resources are required.
  • Embed HSE requirements into project delivery plans, procurement strategies, contracting approaches, mobilisation plans, and commissioning readiness activities.
  • Temporarily take on the Project HSE Manager role for major projects when resource demand requires it, while maintaining portfolio-level alignment and improvement responsibilities.
  • Support internal teams in understanding how contract models, scope definition, client expectations, and contractor interfaces affect HSE responsibility, capability, and resourcing.
  • Influence early commercial and technical decisions so HSE obligations are realistic, adequately resourced, and deliverable.
  • Challenge and support teams to ensure HSE requirements appear in bid documents, contracts, procurement packages, contractor scopes of work, and project execution documentation.
  • Promote clear HSE interfaces between Ramboll, clients, contractors, subcontractors, and suppliers, particularly in complex EPC and EPCM arrangements.
  • Act as an escalation point for project HSE issues and delivery challenges that cannot be resolved by the assigned Project HSE Manager or project team.
  • Provide senior HSE support and challenge to Project HSE Managers, Project Directors, and project leadership teams when risks, interfaces, or stakeholder expectations require further alignment.
  • Review HSE planning, governance, contractor management, and assurance arrangements across major projects and identify improvements.
  • Lead or support assurance reviews, lessons-learned activities, and management reviews to verify HSE requirements are understood, resourced, and consistently applied.
  • Drive continuous improvement in major-project HSE delivery using project experience, performance trends, and stakeholder feedback.
  • Coach internal stakeholders and project leaders on HSE planning, escalation, contractor interface management, and risk-based decision-making.
  • Promote a learning-focused culture that uses feedback, assurance findings, and lessons learned to improve future project delivery.
  • Oversee compliance with applicable HSE regulations, client requirements, and Ramboll HSE standards across EPCM projects.
  • Help project teams translate regulatory and contractual HSE requirements into practical controls and assurance activities.
  • Represent Ramboll in client audits, regulatory inspections, and EPCM governance meetings, and ensure actions are tracked, communicated, and closed.
  • Establish consistent HSE performance reporting across EPCM projects using leading and lagging indicators.
  • Turn performance data into clear insights, actions, and recommendations for project leadership, clients, contractors, and internal stakeholders.
