About The Position

The HS&E Manager is responsible for developing, implementing, and enforcing health, safety, and environmental programs in support of assigned projects and operations. This role provides leadership and oversight for health, safety, and environmental compliance, risk identification, incident prevention, training, reporting, and continuous improvement. The HS&E Manager partners with project leadership, site teams, contractors, and client stakeholders to promote a proactive safety culture, ensure regulatory compliance, and support safe and environmentally responsible project execution. Manages risk associated with demolition, retrofit, brownfield work, and integration into legacy systems, as applicable to the assigned project or program. Ensures compliance with OSHA construction standards, EPA requirements, client standards, and site-specific operating requirements applicable to the assigned project or facility. Supports safe work execution in high-hazard environments involving residual chemicals, aging infrastructure, complex operations interfaces, and multi-contractor coordination, as applicable to the assignment. Oversees high-risk work controls including confined space entry, hot work, lockout/tagout, excavation, work at heights, crane and lifting activities, and other permit-driven activities relevant to the project. Maintains SDS programs and hazardous material compliance processes relevant to the site or project. Ensures compliance with environmental requirements including stormwater, waste management, spill prevention/response, air quality, and related permit obligations applicable to the assignment. Coordinates project-specific HS&E expectations across client teams, operations, maintenance, construction management, subcontractors, and craft personnel. Travel by Plane, Motor Vehicle, Train (approx. 100% of time if not local to the project site) to client/project sites across the U.S. required. This position is 100% on-site.

  • Bachelor’s degree from a four-year college or university in Safety, Environmental Science, Engineering, or a related field; or equivalent combination of education and experience.
  • Minimum of four years of HS&E experience in construction, industrial, manufacturing, energy, or related high-hazard environments.
  • Strong knowledge of OSHA construction standards and related HS&E requirements.
  • Experience supporting high-risk work activities such as confined space, lockout/tagout, crane/lift activities, excavation, work at heights, hazardous materials, or similar activities relevant to assigned work.
  • Walk (material part of an 8-hour workday, up to 3 to 4 continuous hours at one time.)
  • Stand (material part of an 8-hour workday, up to 3 to 4 continuous hours at one time.)
  • Sit, Stoop, kneel, crouch, or crawl to observe basement and grade-level crawl spaces, and/or to read equipment data plates when necessary, and/or measurements (at least once for each building assessed)
  • Climb and balance Stairs (at least once for each building assessed)
  • Climb and balance various types of ladders to access flat roofs/hatch access (at least once for each building assessed)
  • Repetitive use of hands/fingers for keyboard interaction (frequently)

Responsibilities

  • Provides leadership and oversight for health, safety, and environmental programs in support of assigned projects, operations, and work sites.
  • Leads and promotes a strong, visible safety culture aligned with company goals and safe work expectations.
  • Serves as the primary point of contact for HS&E matters at assigned sites or projects.
  • Conducts site walks, audits, inspections, and safety observations to identify hazards, verify compliance, and support corrective action.
  • Develops, implements, and maintains site-specific safety, health, and environmental plans, procedures, and documentation.
  • Ensures compliance with applicable federal, state, local, client, and company health, safety, and environmental requirements.
  • Manages permit processes and control programs related to high-risk work activities, as applicable to the assignment.
  • Leads incident investigations, root cause analysis, corrective action development, and follow-up activities.
  • Tracks and reports leading and lagging HS&E indicators and communicates trends, risks, and recommendations to project leadership and stakeholders.
  • Oversees subcontractor and workforce safety performance, including onboarding, orientation, training verification, and compliance monitoring.
  • Exercises stop-work authority when unsafe conditions, behaviors, or environmental risks are identified.
  • Delivers and coordinates site-specific HS&E training, orientations, and communications to ensure workers are properly informed, trained, and qualified for assigned tasks.
  • Maintains accurate HS&E records, reports, permits, logs, and other required documentation.
  • Prepares daily, weekly, and monthly HS&E reports for project leadership, clients, and internal stakeholders, as required.
  • Supports internal, client, and regulatory audits, inspections, and reviews.
  • Identifies opportunities for improvement and supports the development and implementation of proactive measures to strengthen HS&E performance.
  • Ensures compliance with applicable federal, state, and local legal requirements, as well as company policies, procedures, and contractual obligations.
  • Delivers outstanding customer service through timely response and proactive solutions to clients and stakeholder needs.
  • Protects operations by keeping company information confidential. Use of professional discretion and judgment is mandatory.
