About The Position

The HSE Manager will serve in the Health Safety Environmental Department supporting all Constellis sites worldwide and one (1) training facility. The HSE Team is part of the Legal Department.

Requirements

  • Must be a US Citizen
  • 12 years of experience in related field
  • Must possess a valid driver's license and a clear driving record for the last five years
  • Seven years safety experience in supervising safety and environmental activities including: conducting workplace and job/activity hazard analyses, ensuring site safety and environmental compliance including occupational health, hazardous waste, air, water, and soil, developing and implementing controls, performing safety and environmental compliance inspections, providing safety related training, and OSHA and BLS recordkeeping
  • OSHA 30 Hour General Industry or Construction Training Certification or ability to attain upon hire
  • Experience in safety management of key compliance programs (e.g. Facilities and Vehicle Fleet Maintenance Activities, Chemical Safety and Spill Prevention, Control, and Countermeasures (SPCC) plans, Lead/Asbestos, Respiratory Protection, Fire Prevention and Emergency Action Plans, Construction/Renovations, Fall Protection Plans, Control of Hazardous Energy/NFPA 70E, Permit Required Confined Space, Water/Safety, and Hazardous Waste Compliance)
  • Experience utilizing third-party incident reporting platforms. Ability to train others on use of third-party incident reporting platform including initial reports, investigation and follow-up procedures, and creation of site-specific reports and dashboards.

  • Preferred OSHA 24 Hour Hazard Waste Operations and Emergency Response (HAZWOPER) course
  • Preferred EPA 8 Hour Hazardous Waste Generator Course
  • Prior military/weapons and range safety experience preferred
  • Desired Third Party Industry Recognized Professional Safety Credentials - e.g. ACGIH – CIH (Certified Industrial Hygienist), BCSP – CSP (Certified Safety Professional), BCSP - OHST/CHST (Occupational/Construction Health and Safety Technologist), BCSP – STS (Safety Trained Supervisor)
  • Desired Third Party Industry Recognized Professional Environmental Credential from ABCEP, IPEP, NREP, NAEP, or equivalent.

Responsibilities

  • Ensure workforce complies with - Federal, State and local safety, health and environmental requirements
  • Identify training and certification requirements to perform applicable activities
  • Support development of Workplace, Job, and Activity Hazard Analyses (WHA, JHA, AHA)
  • Review hazardous waste collection, storage, marking, manifesting, and disposal processes to ensure compliance with federal, state and local environmental regulations
  • Manage applicable site registrations and permits
  • Conduct OSHA and BLS recordkeeping and reporting
  • Keep abreast of Federal and State OSHA plans, EPA, State DEP, and other relevant external safety and environmental standards/regulations
  • Coordinate and conduct routine facility safety and environmental compliance inspections, document results, and perform follow up actions to assure timely resolution of any issues
  • Conduct virtual and site visit audits for CONUS programs
  • Identify non-compliance and/or potential areas of exposure in relation to EH&S and implement timely root cause investigations, corrective actions, and continuous improvement
  • Conduct internal audits on safety and environmental related policies and procedures
  • Review training requirements for all Constellis personnel
  • Investigate and resolve all HSE complaints, concerns, and potential hazards communicated via Corporate HSE inbox.
  • Support external safety and environmental related inspections or audits
  • Support responses to regulatory inquiries, complaints, citations and notices of violations
  • As applicable, support achievement of external safety and environmental related certifications
  • Maintain and obtain metrics for regulatory and external reporting
  • Following applicable corporate policies and procedures, support review of incidents to include root cause analysis, identification of corrections/corrective actions; and conducting follow-up activities to ensure effectiveness
  • Evaluate internal safety data and evaluate impact on overall HSE performance
  • Provide training materials and support to users of third-party incident reporting platform
  • Utilize third-party incident reporting platform to produce relevant reports and site-specific dashboards
  • Work with applicable staff to implement controls to address safety observations
  • Discuss near misses and identify mitigation techniques
  • Communicate near miss information with field organizations
  • Assist with the development and implementation of clear and concise safety-related policies, procedures and directives
  • Develop, coordinate, implement, and provide required safety and environmental training
  • Promote and distribute safety and environmental awareness communications
  • Facilitate applicable safety and environmental related meetings and presentations
  • Track applicable facility metrics and prepare summary reports
  • Provide input on safety and environment requirements for business proposals
  • Support maintenance of corporate Health, Safety and Environmental (HSE) SharePoint site
  • Provide input into corporate Compliance Connection and other internal communications
  • Develop and implement corporate HSE initiatives
  • Support monitoring of Safety Hotline
  • Support corporate incident investigations and inspections (as needed)
  • Must be willing to operate a company vehicle
  • Mentor and direct other HSE staff
  • Other duties as assigned
