About The Position

ERM is hiring an HSE Environmental Compliance Specialist that provides hands-on environmental compliance support during site start-up, commissioning, and qualification (C&Q) activities at our key clients’ facilities in Lebanon, IN. The role is focused on EPA- and IDEM-regulated environmental programs, ensuring that environmental controls are effectively implemented in the field, deviations and events are properly investigated, and documentation remains inspection-ready as the site transitions from construction into operations. This position serves as an extension of the site environmental teams supporting day-to-day execution, issue resolution, and regulatory readiness during a high-change, high-activity phase. This is a full-time (40 hours per week) limited-term role with a duration of 6 months, extendable.

Requirements

  • Bachelor’s degree in environmental science, Environmental Engineering, Chemical Engineering, Chemistry, or related discipline, or equivalent regulated-industry experience.
  • Minimum 5 years of environmental experience in a manufacturing setting.
  • Demonstrated experience supporting EPA / state (e.g., IDEM) environmental programs in an industrial or pharmaceutical setting.
  • Hands-on experience with: Hazardous and non-hazardous waste management and container compliance, Wastewater and stormwater protection controls, Air permitting Title V, Environmental incident investigations and CAPAs.
  • Experience applying environmental regulations and developing environmental programs.
  • Experience interfacing with HSE-related regulatory agencies.
  • Strong field presence with ability to translate regulatory requirements into practical, executable controls.

Nice To Haves

  • Five (5) years of experience in pharmaceutical or chemical manufacturing.
  • Experience supporting pharmaceutical or other highly regulated manufacturing start-ups.

Responsibilities

  • Provide field-based environmental oversight during commissioning, system testing, and start-up activities to ensure compliance with applicable EPA, IDEM, permit, and site-specific environmental requirements.
  • Verify environmental controls are in place and effective during activities such as: System flushing, cleaning, and testing, Transition activities from construction to operations.
  • Identify and escalate emerging environmental risks associated with start-up activities before they result in permit or regulatory impact.
  • Perform routine environmental inspections and walkthroughs in GMP and non-GMP areas, with emphasis on: Waste management practices (hazardous, non-hazardous, universal waste), Drain protection, wastewater routing, and outfall protection during commissioning, Air emission controls and visible emissions during start-up.
  • Document observations, deviations, and required corrective actions; follow through to closure in coordination with HSE.
  • Support environmental deviation and incident investigations, including: Initial issue assessment and fact gathering, Timeline and event reconstruction, Regulatory applicability determination (EPA / IDEM / permit conditions).
  • Draft or support investigation documentation using appropriate systems and regulatory-appropriate language.
  • Collaborate with HSE, GFD, Operations, Engineering, and other site stakeholders to identify root causes and corrective actions.
  • Support the development and tracking of environmental CAPAs resulting from deviations, incidents, inspection findings, or readiness reviews.
  • Support the effectiveness verification of corrective actions through field verification and documentation review.
  • Support closure packages to ensure defensibility during internal audits or external regulatory review.
  • Maintain inspection-ready environmental records during the start-up phase, including: Inspection logs and observation reports, Deviation, investigation, and CAPA documentation, Environmental readiness and turnover inputs.
  • Support internal reviews, management briefings, and external inspections by providing clear, concise environmental status summaries and supporting evidence.
  • Ensure documentation reflects facts and controls implemented.
  • Partner with teams to embed environmental requirements into execution, not audit them after the fact.
  • Provide real-time environmental guidance during execution rather than retrospective correction.
  • Support environmental aspects of system turnover and operational readiness, ensuring no open environmental gaps are transferred into steady-state operations.
