About The Position

The HSE Center of Excellence (COE) Manager is responsible for developing, enhancing, implementing, and sustaining enterprise-wide Health, Safety, and Environmental (HSE) systems, programs, standards, and governance processes across a multi-basin asset base. This role serves as the steward of the company’s HSE/Operations Management System, ensuring consistent integration of aspects such as safety, risk management, environmental stewardship, design & construction, reliability & maintenance, and execution discipline into how the business operates every day. The position partners closely with Operations, Wells, Engineering, Maintenance, Facilities, Environmental, and Corporate leadership teams to strengthen operational risk management and drive continuous improvement in HSE performance. A key focus of this role is the prevention of life-altering injuries, significant process safety events, and fatalities through standardized systems, data-driven insights, governance, and operational learning.

Requirements

  • 10+ years of HSE experience in upstream oil and gas, with broad exposure across operations, wells, facilities, and operational risk management.
  • Bachelor’s degree in Occupational Safety, Environmental Science, Engineering, or related field preferred.
  • Experience supporting multi-site or multi-basin operations is preferred.
  • Demonstrated experience developing, implementing, and advancing enterprise HSE/Operations Management Systems.
  • Experience leading cross-functional initiatives and driving organizational change in complex operational environments.
  • Strong working knowledge of HSE/Operations Management Systems, with demonstrated experience implementing, executing, and advancing system maturity.
  • Proven ability to design, implement, and continuously improve scalable, enterprise-wide HSE programs and governance processes.
  • Strong understanding of operational risk management principles, including hazard identification, risk assessment, barrier management, and process safety.
  • Expertise leveraging data analytics, dashboards, and leading indicators to drive proactive risk management and performance improvement.
  • Strong working knowledge of regulatory frameworks including OSHA, EPA, DOT, and applicable state agencies (e.g., Texas Railroad Commission, Texas Commission on Environmental Quality).
  • Strong auditing, assessment, and governance experience with the ability to identify gaps and drive sustainable corrective actions.
  • Excellent communication, facilitation, and cross-functional collaboration skills.
  • Ability to influence and drive alignment across operational and corporate teams without direct authority.
  • Strong incident investigation and root cause analysis capability.
  • Ability to manage competing priorities and drive behavioral and cultural change across a distributed organization.
  • Strategic thinker with a continuous improvement mindset and strong operational awareness.

Responsibilities

  • Lead the development, implementation, and continuous improvement of enterprise HSE systems, standards, and management processes.
  • Serve as the primary steward of the company’s HSE/Operations Management System, ensuring alignment across operational functions and business units.
  • Establish and maintain governance frameworks that drive accountability, standardization, and operational discipline across the organization.
  • Partner with Operations and functional leadership teams to integrate HSE expectations into daily business execution and decision-making.
  • Lead initiatives focused on the prevention of serious injuries, fatalities, and significant process safety events.
  • Develop and maintain standardized risk management processes, including hazard identification, risk assessment, barrier management, and mitigation planning.
  • Utilize audits, assessments, and operational reviews to identify system gaps, emerging risks, and improvement opportunities.
  • Drive enterprise-wide corrective action management and continuous improvement initiatives.
  • Support incident investigations and root cause analysis processes, ensuring organizational learning and sustainable corrective actions.
  • Promote consistency and scalability of HSE programs and practices across all operational areas.
  • Leverage HSE data, systems, dashboards, and analytics to provide visibility into operational performance, trends, and emerging risks.
  • Develop and maintain leading and lagging performance indicators that support proactive risk management and operational decision-making.
  • Partner with business stakeholders to improve data quality, reporting consistency, and actionable insights.
  • Benchmark performance internally and externally to identify opportunities to strengthen HSE maturity and effectiveness.
  • Ensure enterprise HSE systems and programs align with applicable regulatory requirements, industry standards, and company expectations.
  • Support development and maintenance of HSE policies, standards, procedures, and guidance documents.
  • Monitor regulatory and industry developments to proactively identify impacts and required changes to company programs.
  • Collaborate with field HSE teams and operational leadership to support consistent implementation and compliance execution.
  • Reinforce a strong, proactive, and risk-based safety culture aligned with company values.
  • Support development and delivery of HSE training, competency, and leadership development programs.
  • Mentor and support HSE personnel and operational leaders to strengthen organizational capability and ownership of HSE performance.
  • Facilitate cross-functional collaboration and sharing of operational learnings and best practices across the organization.
  • Support enterprise emergency response preparedness, crisis management processes, and business continuity initiatives.
  • Participate in incident response activities and post-incident learning reviews as needed.
  • Ensure operational learnings are incorporated into systems, standards, and governance processes.
