BBA Consultants•Sandy, UT

About The Position

The HSE Advisor is a site-facing safety and compliance lead for mining operations regulated by the U.S. Mine Safety and Health Administration (MSHA) and, for non-mining work, the Occupational Safety and Health Administration (OSHA). The role supports operations, prepares sites for inspections, manages citations and orders, and promotes a strong safety culture with supervisors and crews. The advisor interprets and applies MSHA and OSHA requirements; prepares sites for inspections and serves as the company escort and liaison with inspectors; responds to citations and orders; and develops abatement plans and prepares conferences or contests with legal counsel. The role leads incident investigations, makes required MSHA notifications and filings, maintains OSHA records, and tracks corrective actions through completion. Field work includes conducting and coaching audits and task observations involving ground control, haulage, electrical safety, guarding, lockout/tagout and confined spaces. The advisor also supports risk assessments and management of change, delivers or oversees MSHA training, maintains training records and Form 5000-23 certificates, advises on hazard communication and industrial hygiene monitoring, and pre-qualifies contractors by verifying MSHA identification and training. Performance reporting includes TRIR, SIF and citation rate. The position combines office and mine-site work. Mine-site conditions may include dust, noise, heat or cold, and uneven terrain; PPE is required. Occasional on-call response and extended site rotations are part of the working conditions.
