About The Position

The Bureau of Vital Statistics is responsible for registering and certifying all birth, deaths, spontaneous and induced terminations of pregnancy in NYC. The bureau issues, analyzes and reports on 285,000 vital events each year. The bureau is a very large customer service operation, providing death certification services on a 24/7 basis, issuing more than 900,000 certified copies of birth and death records, and fulfilling hundreds of data requests annually.

Requirements

  • A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.
  • A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
  • A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
  • Education and/or experience which is equivalent to "1" or "2" above.
  • All candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above.
  • Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.

Nice To Haves

  • Master's degree or higher in Epidemiology, Statistics, Public Health, or a closely allied field.
  • Experience using statistical analytic programs, such as SAS, R, or STATA.
  • Familiarity with vital event data attention to detail.
  • Very good oral and written communication skills ability to work collaboratively.
  • Very good customer service skills.
  • Strong familiarity with Microsoft Office programs, including Excel and PowerPoint

Responsibilities

  • Analyze and identify the common errors made by hospitals and patients when completing the Acknowledgement of Parentage (AOP) forms submitted to NYC DOHMH.
  • Provide support and technical assistance to birthing registrars and hospital staff.
  • Develop, coordinate and/or facilitate workshops for expectant families on child support and the AOP process at clinics or elsewhere.
  • Develop and recommend documentation/material or resources to assist all stakeholders.
  • Develop, coordinate and/or facilitate seminars, trainings, and workshops on the NYC Child Support Program and establishing parentage for clinic staff, nurses at birthing hospitals, community-based organizations, and others as appropriate.
  • Participate in birth registrar quarterly calls.
  • Complete all security and confidentiality trainings as set forth by HRA Office of Child Support Services (OCSS), if needed.
  • Liaise with the NY State Division of Child Support Services or other appropriate State and City counterparts.
  • Compile monthly reports on the number of hospitals and clinics visited and other metrics completed towards the goal of increasing the AOP submission rate.
  • Collaborate with BVS offices conducting AOP reviews and analysis; collaborate with OQI colleagues on projects to improve data quality and operations.
