About The Position

Coordinates the County’s Risk, Safety, and ADA programs. Works with all County departments to fulfill safety training, accident and incident reports and follow-on analysis, and OSHA requirements. Reduces the County’s risk through development of risk management plans, employee training, and incident analysis. Processes and manages claims for property, liability, and Worker’s Comp. Serves as the County’s ADA coordinator, coordinating and ensuring County-wide compliance with ADA standards. Work is performed under the general supervision of the HR Director and is reviewed primarily through results attained.

Requirements

  • Considerable knowledge of ADA and OSHA compliance is required.
  • Knowledge of workers’ compensation and risk management loss control concepts, safety and risk assessments, and human resources concepts.
  • Requires skill in analyzing and interpreting complex regulations, problem solving and training, and use of computer software programs for work processing, spreadsheets, and databases.
  • Ability to research assigned problems; organize materials from various sources into a format of own design; maintain confidentiality; work independently and establish priorities; organize workload to complement the needs and deadlines of the various programs; understand governing regulations of assigned department; and solve problems and make accurate, independent decisions.
  • Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations.

  • Possession of or ability to obtain a valid Oregon Driver’s License, safe driving record.

Responsibilities

  • Organizes and runs the monthly Josephine County Safety Committee, coordinating with committee members, assigning safety inspections as necessary, and reporting outcomes to the HR Director.
  • Monitors and coordinates occupational safety and health programs, which includes coordinating accident prevention and safety awareness training programs within the departments (in addition to the Josephine County Committee), conducting inspections and evaluating work sites, maintaining OSHA records, submitting annual OSHA report, reviewing accident and incident reports, participating on committees, and performing other related tasks. Wears the required personal protective equipment (PPE) in accordance with policy and procedures.
  • Reports all accidents/incidents, near misses, hazardous/unsafe conditions, or other safety and health concerns immediately to the Department Head and HR Director.
  • Updates and revises the Josephine County Safety Policy Manual, reflecting all current OSHA safety standards. Ensures Departments are aware of changes and assists in updating their safety training as needed.
  • Follows all safety and health regulations as stated in department policies, Josephine County policies, and State and Federal policies, procedures, laws, and regulations.
  • Processes complex, sensitive, or confidential documents where considerable procedural knowledge is required to ensure completeness and accuracy.
  • Evaluates county-owned facilities to ensure that the facilities meet the Americans with Disabilities Act (ADA) standards, prioritizing ADA compliance needs in public right of way and County facilities. Implements and maintains the county’s transition plan, under the oversight of the HR Director.
  • Assists county departments in auditing operations from an accessibility perspective, analyzing data and ADA-related complaints, determining root causes, and recommending access solutions and improvements to Facilities and the HR Director.
  • Ensures appropriate processes are in place to resolve inquiries and complaints from County employees and the public regarding compliance with the ADA and other applicable Federal and State laws relating to disability discrimination.
  • Responds to requests for assistance, investigates complaints, and recommends solutions to violations.
  • Provides technical assistance to County departments regarding violations of ADA compliance; assists in developing accommodation solutions and processing requests.
  • Identifies, assesses, and mitigates potential threats to the counties operations, finances, and reputation as the Risk Coordinator by developing and implementing strategies, policies, and procedures.
  • Conducts risk assessments, creates contingency plans, ensures regulatory compliance, assists in determining insurance coverage needs, and communicates risk strategies and findings to Supervisors, Managers, Department Heads, Elected Officials, and other stakeholders.
  • Performs day-to-day oversight of County’s Worker’s Compensation program, which includes identifying and advising Supervisors, Managers, Department Heads, and Elected Officials of potential risk of exposure regarding workers’ compensation losses, determining costs associated with those losses, and implementing strategies to eliminate, transfer, or reduce those costs.
  • Works in partnership with the County’s Worker Compensation insurance company in all aspects of the Worker Compensation program.
  • Encourages and promotes the Return-to-Work program, identify modifications to workspace and duties and tracking the employees’ progress.
  • Maintains communication with community medical partners regarding Worker’s Compensation claims.
  • Compiles data, prepares reports and presentations, maintains records, and files claims related to Worker’s Compensation.
  • Assists departments, employees, and the public with inquiries regarding County policies, procedures, programs, and other information pertaining to the County by phone, in-person requests, and email.
  • Provides assistance and appropriate forms to employees on County programs, including healthcare, deferred compensation, employee assistance, protected leave, and employee information.
  • Maintains and enters employee information into HR databases as directed.
  • Assists with organizing, filing, and processing paperwork; maintains all employee personnel files to include filing appropriate documents.
  • Assists with the County Federal Transit and Federal Motor Carrier DOT Drug and Alcohol program as assigned. Ensuring compliance with state and federal standards and reporting requirements.
  • Maintains adequate training and education in safe work practices and procedures, safety policies and rules, ADA compliance-related issues, and risk management.
