The Human Resources Manager performs advanced professional and supervisory work in planning, directing, and coordinating the activities of the Human Resources team. This role is responsible for implementing complex HR programs, guiding policy development, and ensuring alignment with the City's and Human Resources & Risk Management Director's strategic goals. As the operational leader of HR and recruitment, the manager oversees a broad range of functions including recruitment, onboarding, payroll, benefits and pension administration, employee retention and engagement, performance management, training and development, and offboarding. The position plays a key role in succession planning, workforce analytics, and organizational development. The HR Manager collaborates across departments to design integrated, high-impact HR programs that support a dynamic and evolving workforce. This position may serve as Acting HR Director in the Director's absence.
