About The Position

The HR Manager will be responsible for leading, managing, and executing the HR function, developing and evaluating human resource-related initiatives that support organizational strategic goals. The incumbent will oversee staff operations, business planning, and budget development of HR programs. This role involves planning and executing all human resources initiatives, including recruitment, compensation, benefits, training, and employee relations. The position will lead a team of HR professionals and ensure policies, procedures, and HR programs are consistently administered, aligned with organizational goals, and comply with professional standards, state, and federal regulatory requirements in the US. This position will be based in Edinburg, TX and reports to the CEO.

Requirements

  • Bachelor’s degree in human resources or related field required.
  • 10+ years’ experience in the human resources department.
  • Experience in companies with exempt and nonexempt employees, and operators/associate level employees.
  • Strong track records in Full-Cycle Recruiting, interviewing process, onboarding, Performance Management process and training.
  • Strong understanding of Benefits & Compensation, payroll and other HR functions, Strategic Planning, Labor Compliance in the US.
  • Demonstrated proficiency in Microsoft Office applications especially Excel and Outlook/email, or other Microsoft Office applications.
  • Demonstrated ability and experience to working in a dynamic environment and under pressure.
  • Strong Communication and Interpersonal skills.
  • Effective and tactful in difficult or sensitive issues and in working, and communicating well with people from all levels, cultures and backgrounds.

Nice To Haves

  • Certifications in Professional in Human Resources (PHR) is a plus.
  • Bilingual English/Spanish is preferred. Fluency in Spanish written, and verbal skills is a plus.

Responsibilities

  • Talent Acquisition: Responsible for the full-cycle recruitment process, including developing and managing talent acquisition procedures, partnering with marketing for talent attraction, creating a talent bench, developing and implementing orientation and onboarding processes, coordinating effective interviewing processes, training management in effective interviews, developing expertise and network within the industry, identifying and recommending process improvements, coordinating with the Leadership Team on talent assessment and retention programs, developing internal programs for critical areas, partnering with universities and technical schools, and developing and managing an effective compensation program.
  • HR Infrastructure Development: Develop and implement effective HR infrastructure to support company goals, including training and development for technical and leadership skills and company culture. This includes developing, implementing, and managing performance management processes, identifying and building training programs, ensuring effective execution of coaching and training programs, executing organizational development and wellness programs, developing and managing Job Descriptions/Job Scorecards, developing and managing programs for back up and succession planning, making informed business decisions based on data, and utilizing technology to enhance HR programs. Also responsible for leading employee engagement surveys and recognition campaigns.
  • HR Management Process and Compliance: Lead, drive, and execute the HR Management Process, mandatory training, and Labor Compliance. Ensure compliance with federal, state, and local laws and industry regulations, advise department managers on legal implications, and coordinate with external legal counsel. Administer payroll and benefits programs, oversee the HR department budget, develop and manage policies and guidelines, database management procedures, equal opportunity employment programs, and employee records. Create and implement employee relations policies and surveys. Manage PTO and Sick Leave. Handle personnel issues and coordinate with leaders on staff conflicts, absenteeism, performance issues, and disciplinary actions. Respond to employee questions or complaints. Lead other HR department personnel, prepare HR metrics reports, and coordinate internal and external audits.
  • Team Leadership and Other Activities: Lead a team of HR professionals, develop, train, empower, and apply disciplinary actions. Confirm and abide by internal procedures and regulatory guidance. Develop HR initiatives that support organizational strategic goals and participate in planning work methods. Actively participate in other company activities, support management activities, and assist with special projects and workflow process improvements. Lead by example and demonstrate company values.
