About The Position

The HR Manager will be responsible for leading and developing the local Human Resources function in Podgorica. This role ensures the effective implementation of Group HR strategy, policies, processes, and initiatives within the country. The HR Manager acts as a strategic business partner to local management, supports business performance through effective people management, ensures compliance with local labor legislation and internal policies, and drives a high-performance culture focused on employee engagement, talent development, and organizational effectiveness. The role oversees the full employee lifecycle and leads all HR activities for both office-based and frontline employees.

Responsibilities

  • Translate Group HR strategy into local people plans and ensure their successful execution.
  • Partner with local management to align people initiatives with business objectives.
  • Act as a trusted advisor and HR Business Partner to senior leaders and managers.
  • Drive organizational effectiveness, workforce planning and change management initiatives.
  • Promote company culture, values and employee engagement.
  • Ensure implementation and continuous improvement of HR policies, processes and standards.
  • Lead organizational design and workforce planning activities.
  • Analyse workforce needs and supports optimal organizational structures.
  • Monitor headcount development and labour cost efficiency.
  • Contribute to personnel budgeting, forecasting and people cost management.
  • Support organizational changes, restructurings and workforce optimization initiatives.
  • Contribute to creation and execute recruitment and selection strategies.
  • Ensure efficient, high-quality and compliant hiring processes.
  • Lead employer branding initiatives to support attraction of top talent.
  • Monitor recruitment effectiveness and workforce availability.
  • Ensure effective onboarding and integration of new employees.
  • Oversee all key employee lifecycle processes.
  • Promote positive employee experience throughout employment.
  • Lead implementation of performance management processes and tools.
  • Support managers in setting goals, providing feedback and developing employees.
  • Drive talent identification, succession planning and talent reviews.

  • Provide guidance and consultancy to managers and employees on people-related matters.
  • Support resolution of employee issues, grievances and disciplinary matters.
  • Cooperate with employee representatives or trade unions where applicable.
  • Ensure compliance with local labour legislation, social security requirements and company policies.
  • Oversee personnel administration, payroll governance and HR data integrity.
  • Ensure accurate HR reporting and fulfilment of statutory obligations.
  • Support internal and external audits and implement corrective actions where required.
  • Ensure compliance with data protection, Occupational health & safety and other applicable regulations.
  • Lead employee engagement initiatives and action plans.
  • Analyse engagement and retention indicators and implement improvement actions.
  • Promote effective communication, collaboration and organizational culture.
  • Support the implementation of Group culture and values initiatives, ensuring alignment with and reinforcement of the local organizational culture and employee experience.
  • Lead and develop HR team members.
  • Foster a high-performing, collaborative and customer-oriented HR function.
  • Ensure effective allocation of responsibilities and continuous capability development within the HR team.
  • Build strong relationships with local and Group stakeholders.
  • Cooperate closely with Finance, Legal, Operations and other business functions.
  • Ensure alignment between local HR practices and Group standards.
  • Lead the deployment of Group HR strategies, policies, and processes while shaping and executing local HR strategies that address market, business, and workforce needs.
