HR Federal Personnel Processing Specialist

About The Position

This role involves processing and validating a wide range of federal personnel actions and payroll/compensation actions. Key responsibilities include maintaining accurate personnel records, conducting quality assurance, administering employee debt, and providing technical guidance. The specialist will manage workloads, develop SOPs, and utilize various federal HR and payroll systems.

Requirements

  • Experience processing federal personnel actions (appointments, promotions, reassignments, pay actions, corrections, separations).
  • Experience processing payroll and compensation actions (pay setting, premium pay, leave, allowances, entitlements, retroactive adjustments).
  • Experience maintaining personnel records, eOPFs, position data, and organizational coding.
  • Experience conducting quality assurance reviews and resolving discrepancies.
  • Experience calculating Service Computation Dates (SCDs), service credit, and leave accruals.
  • Experience administering employee debt management.
  • Experience providing technical guidance on federal personnel and payroll matters.
  • Experience managing workloads using case management systems.
  • Proficiency with federal HR, payroll, personnel records, and case management systems (DFAS, ServiceNow (SNOW), EHCM (PeopleSoft), eOPF, agency-specific HR systems).

Responsibilities

  • Process and validate a wide range of federal personnel actions, including appointments, promotions, reassignments, pay actions, corrections, and separations.
  • Process payroll and compensation actions, including pay setting, premium pay, leave actions, allowances, overseas entitlements, and retroactive pay adjustments.
  • Maintain personnel records, electronic Official Personnel Folders (eOPFs), position data, and organizational coding while ensuring data accuracy and compliance.
  • Conduct quality assurance reviews, resolve personnel and payroll discrepancies, and perform data reconciliations across HR and payroll systems.
  • Calculate and validate Service Computation Dates (SCDs), service credit determinations, and leave accrual entitlements.
  • Administer employee debt management activities, including debt establishment, repayment agreements, salary offsets, and waiver processing.
  • Provide technical guidance to managers and employees on federal personnel processing, payroll, compensation, records management, and applicable regulations.
  • Manage assigned workloads through case management systems while developing standard operating procedures (SOPs), reports, training materials, and process improvement recommendations.
  • Utilize federal HR, payroll, personnel records, and case management systems, including DFAS, ServiceNow (SNOW), EHCM (PeopleSoft), eOPF, and other agency-specific HR systems to process and maintain personnel actions and employee records.
