About The Position

The Human Resources Director guides and manages the overall provision of Human Resources services, policies, and programs for the Osage Nation. The major areas directed are: Recruiting and staffing, Organizational planning, Performance management and improvement systems, Organization development, Employment and compliance to regulatory concerns, Employee orientation, development, and training, Policy development and documentation, Employee relations, Nation-wide committee facilitation, Compensation and benefits administration, Employee safety, welfare, wellness, and health, Employee services and counseling. The Human Resources Director originates and leads Human Resources practices and objectives that will provide an employee-oriented, high-performance culture that emphasizes empowerment, quality, productivity and standards, goal attainment, and the recruitment and ongoing development of a superior workforce. The Human Resources Director coordinates implementation of services, policies, and programs through Human Resources staff; reports to the Principal Chief; and assists and advises Osage Nation employees on Human Resources issues.

Requirements

  • Bachelor's degree in Human Resources, Business Administration, Public Administration, Organizational Development, or a closely related field required.
  • Seven (7) years of human resources experience required.
  • Five (5) years of supervisory or management experience as a Human Resources Director in an organization with a minimum of 300 employees required.
  • Human resources principles, practices, and employment law.
  • Osage Nation government structure, sovereignty, and applicable employment laws and policies.
  • Personnel policy development and administration.
  • Compensation and classification systems.
  • Employee relations and workplace investigations.
  • Budget development and fiscal management.
  • Human Resources Information Systems (HRIS)
  • Knowledge in employment law, compensation, benefits, organizational planning, organization development, employee relations, safety, and training required
  • Outstanding oral and written communication skills required.
  • Excellent interpersonal and coaching skills required.
  • Demonstrated ability to lead and develop Human Resources staff members.
  • Excellent computer skills in a Microsoft Windows environment.
  • Must include Excel and skills in database management and record keeping required.
  • Experience in the administration of benefits and compensation programs and other Human Resources programs required.
  • Evidence of the practice of a high level of confidentiality.
  • Must be able to pass a criminal background check.
  • Must be able to pass drug/alcohol testing.
  • Must have a valid driver’s license – may be required to drive GSA or Nation vehicles

Nice To Haves

  • Master's degree in Human Resources, Public Administration, Business Administration, or a related field.
  • SHRM-CP, SHRM-SCP, PHR, or SPHR certification.
  • Experience working within a tribal government, particularly the Osage Nation or another federally recognized tribal government.
  • Experience administering Indian Preference employment programs and grant-funded personnel requirements.
  • Experience in tribal government, public sector, or governmental organizations preferred.
