About The Position

The HR Compliance Manager is responsible for ensuring the organization complies with federal, state, and local employment laws and regulations. This role serves as the subject matter expert on HR compliance, including wage and hour laws, background screening protocols, payroll tax requirements, employment practices, and audit readiness. The HR Compliance Manager also serves as the primary point of contact for external audits, background screenings for new and current employees, contract compliance reviews, and regulatory inquiries. An applicant who enjoys researching and implementing employment law changes, working interdepartmentally on strategic projects, is detail oriented, and self-motivated will be successful in this role.

Responsibilities

  • Ensure compliance with all federal, state, and local employment laws and regulations, including but not limited to wage and hour laws, payroll practices, leave laws, and worker classification.
  • Oversee the required background check process (fingerprinting, drug screening, local law, etc.) for new and existing employees.
  • Serve as the primary point of contact for hiring managers throughout the background screening process for new employees.
  • Ensure open communication between HR and new hires throughout their onboarding process.
  • Advise HR leadership and management on compliance risks and mitigation strategies.
  • Oversee compliance with multi-state employment requirements, including state-specific pay laws, tax withholding, and reporting obligations.
  • Partner with payroll and finance teams to ensure compliance with payroll tax regulations, including federal, state, and local tax filings and reporting.
  • Ensure proper employee classification (exempt/non-exempt, employee vs. contractor).
  • Support year-end reporting (e.g., W-2s, 1099s) and ensure timely and accurate filings.
  • Serve as the primary point of contact for all HR-related audits, including government, funder, and internal audits.
  • Lead preparation and response efforts for audits (e.g., Department of Labor, IRS, state agencies, Medicaid or grant-related audits).
  • Ensure compliance with contractual obligations related to staffing, background checks, credentialing, and documentation requirements.
  • Maintain audit-ready documentation and coordinate responses to findings, including corrective action plans.
