About The Position

This role facilitates and performs administrative duties including payroll, records maintenance, employee onboarding, employee off-boarding, leave administration, and employee engagement. The HR Business Partner acts as the division's customer service representative and gatekeeper, serving as a point of contact for employee relations matters. They assist with gathering information for investigations, responding to HR inquiries, and processing new hires and compensation-related forms. The role utilizes HRIS to monitor and administer employee leave, time and attendance, payroll, and records maintenance. They also assist with processing employee separations and conducting exit interviews, and initiate division-wide FMLA, OJI, and drug testing processes. This position ensures strategic initiatives and projects comply with federal, state, and local regulations and maintains professional knowledge through continuous learning and professional development.

Requirements

  • Bachelors’ degree in Human Resources Management, Business or Public Administration or a related field
  • Three (3) years of professional experience in Human Resources
  • Working experience using Microsoft Office applications
  • Working experience using Oracle
  • Must possess and maintain a valid driver’s license as a condition of continued employment.

Responsibilities

  • Facilitates and performs administrative duties including payroll, records maintenance, employee onboarding, employee off-boarding, leave administration, employee engagement, and other relevant areas in support of the division.
  • Acts as the division customer service representative and gatekeeper.
  • Serves as a point of contact for employee relations matters and assists with gathering information for investigations as well as responding to HR related inquiries and requests for assistance.
  • Process new hires and compensation related forms such as add-pay, salary changes, reimbursements, etc.
  • Utilize HRIS to monitor and administer employee leave, time and attendance, payroll, and records maintenance.
  • Assists with the processing of both voluntary and involuntary employee separations and subsequent exit interviews as needed.
  • Initiates division-wide FMLA, OJI, and drug testing process to maintain consistency of documentations and communications.
  • Ensures strategic initiatives and projects are administered in compliance with federal, state, and local regulations.
  • Maintains professional and technical knowledge of legal and industry compliance, by attending HR related seminars, conferences, reviewing publications, and participating in professional associations.
  • Develops and maintains effective working relationships with employees, HR staff, division management, union stewards, and business and city representatives.
  • Exercises tact, diplomacy, and confidentiality in dealing with sensitive and complex issues.
  • Perform additional functions (essential or otherwise) which may be assigned.
