About The Position

The Fairfax County Department of Housing and Community Development, in partnership with the Redevelopment and Housing Authority, is seeking a resourceful, compassionate, and mission-driven individual to serve as a Housing Services Specialist III. This role involves supervising a team of three to six Housing Specialist IIs within the Rental Assistance Division, focusing on creating housing opportunities that promote inclusive and thriving communities. The position requires strong leadership, organizational, and communication skills to manage daily workloads, drive team performance, and ensure compliance with federal, state, and local regulations. The specialist will interface with a variety of internal and external customers, requiring professionalism, creative problem-solving, and the ability to clearly explain complex policies. This role also contributes to policy and procedure development, may assist with caseloads, participate in hiring and training, and collaborate in cross-division working groups. A key responsibility includes overseeing the Family Self-Sufficiency program and supporting staff who provide case management to participants. Requirements

  • Graduation from an accredited four-year college or university with a bachelor’s degree in sociology, counseling, psychology, public or business administration or a related field.
  • Four years of experience in the field of human services, Choice Voucher, real estate, homeownership, relocation, or property management.
  • Ability to read information on a computer monitor.
  • Ability to effectively communicate.
  • Ability to operate keyboard-driven equipment and computer.
  • Ability to move about to perform office work such as accessing files, attending meetings, making presentations, operating general office equipment, and performing other essential job duties.
  • Ability to move items up to approximately 15 pounds in weight (with or without reasonable accommodations).

  • Experience using systems and databases, including but not limited to Yardi Voyager, SharePoint and Microsoft Office Suite (Outlook, Word, Excel, Publisher and PowerPoint).
  • Demonstrated record of establishing and maintaining effective working relationships with internal and external stakeholders.
  • Progressive responsibility related to directly supervising, managing and developing a team of professionals.
  • Bilingual in English and another language.

Responsibilities

  • Supervise a team of three to six Housing Specialist IIs in assigned housing programs within the Rental Assistance Division.
  • Manage and monitor the day-to-day workload and drive performance of their teams.
  • Provide regular, direct supervision that supports the performance and skill development of staff.
  • Oversee the Family Self-Sufficiency program and support two full-time staff that provide case management to program participants.
  • Interface with a variety of internal and external customers, including co-workers, senior leadership, program participants, advocates, social workers, property owners, third-party management agencies, and federal field offices.
  • Work closely with unit managers and division directors to develop policy and procedure.
  • Assist with caseloads, as needed.
  • Participate in hiring panels.
  • Facilitate staff training and team building.
  • Participate in cross-division working groups.
  • Perform routine reporting and reconciliation in multiple systems, including Public and Indian Housing Center (PIC), Enterprise Income Verification System (EIV), Integrated Disbursement and Information System (IDIS), Homeless Management Information System (HMIS), Yardi, and Housing Pro.
  • Ensure compliance with federal, state, and local regulations.
  • Measure performance in accordance with HUD and division goals.
  • Report outcomes.
