Housing Navigator - TIP

CENTER FOR VETERANS ISSUES INC•Milwaukee, WI
•$24 - $26•Onsite

About The Position

At the Center for Veterans Issues, Inc. (CVI), finding an apartment is about more than locating an available unit. It is about helping a Veteran find a safe, stable place to call home—and building a foundation for renewed independence. The Transition in Place (TIP) Housing Navigator connects Veterans with housing that meets the requirements of the Department of Veterans Affairs, HUD, and the TIP program. Through landlord engagement, unit inspections, community outreach, and ongoing collaboration, this position helps ensure Veterans enter housing that is safe, suitable, and prepared to become permanent. If you are a relationship-builder who can combine housing knowledge, careful attention to detail, and genuine compassion for Veterans, this role offers the opportunity to create lasting change—one home at a time. In this role, your work will lead to something tangible: a key, a front door, and a safe home where a Veteran can begin the next chapter. Every landlord relationship you build can create another housing opportunity. Every thorough inspection helps protect a Veteran’s health and safety. Every outreach presentation may connect a Veteran with resources they did not know were available. Every follow-up conversation can help preserve a successful tenancy. At CVI, you will not simply locate housing—you will create pathways from homelessness to lasting stability. If you are ready to build partnerships, solve housing barriers, and help Veterans find homes where they can move forward, we would be honored to meet you.

  • At least two years of experience in case management, life-skills support, assessments, counseling services, housing services, outreach, or a closely related field.
  • Experience serving Veterans is preferred, as is experience supporting individuals affected by homelessness, substance-use disorders, or co-occurring disorders.
  • Working knowledge of housing requirements, landlord engagement, community resources, and the challenges Veterans may encounter when seeking or maintaining housing.
  • Familiarity with the Veteran recovery community and housing resources is strongly preferred.
  • Ability to communicate clearly and concisely in writing and verbally while maintaining a high level of professionalism with Veterans, landlords, service providers, government representatives, volunteers, and other stakeholders.
  • Strong public relations, presentation, networking, and partnership-development abilities are essential.
  • Ability to maintain the confidentiality of written and verbal information, manage detailed records, complete accurate inspections, and work respectfully with individuals from diverse cultural and personal backgrounds.
  • Persistence, resourcefulness, sound judgment, and the belief that every Veteran deserves a safe place to call home.

Responsibilities

  • Build a Strong Network of Housing Partners: Recruit, engage, and maintain productive relationships with landlords, property managers, and housing providers. Educate housing partners about TIP program goals, program operations, Veteran support services, and the benefits of partnering with CVI. Through consistent communication and responsive service, build trust, address questions, and strengthen partnerships that increase housing opportunities for Veterans. Maintain a current database of available units, landlord contacts, property information, and relevant community resources.
  • Ensure Every Home Meets Program Standards: Inspect units and related facilities before lease signing to ensure they comply with applicable HUD and VA Housing Habitability Standards, Life Safety Code requirements, and all TIP program expectations. Confirm that each unit provides private access without unauthorized passage through another dwelling or private property. Verify that sanitary facilities are located within the unit and that the unit provides suitable space and equipment for sanitary food storage, preparation, and serving. Evaluate building security and exterior safety, including functional locks on outside entrances and sufficient outdoor lighting. Accurately document inspection results, identified concerns, corrective actions, and final approvals, and maintain them in accordance with program requirements.
  • Connect Veterans With the TIP Program: Build relationships with shelters, agencies, service providers, and community resource centers that serve Veterans experiencing or at risk of homelessness. Through these partnerships, identify potential participants and create effective referral pathways into the TIP program. Conduct outreach and in-reach activities, including program orientations, workshops, presentations, and education regarding referral processes. Clearly communicate the purpose and benefits of the TIP program while helping partners understand eligibility and referral requirements.
  • Coordinate Targeted Community Outreach: Coordinate staff and volunteers with partner organizations to conduct weekly, targeted outreach to Veterans experiencing or at risk of homelessness. Outreach locations may include the Wisconsin Department of Veterans Affairs, homeless shelters, known encampments, Continuum of Care providers, community-awareness events, Veteran Stand Downs, and other locations where Veterans may need assistance. Represent CVI with professionalism, compassion, and cultural awareness while building trust with Veterans and community partners.
  • Support Housing Stability After Placement: Collaborate with TIP staff, landlords, and Veterans to complete required follow-up, respond to housing-related concerns, and help preserve successful tenancies. Document quarterly follow-up support for every housed Veteran and communicate concerns promptly so the appropriate team members can respond before an issue threatens housing stability.
  • Maintain Accurate and Compliant Records: Maintain complete, accurate, and timely housing files, inspection records, landlord information, outreach documentation, and program data. All records and reports will comply with applicable VA, HUD, TIP, confidentiality, and organizational requirements. Complete assigned data entry and reporting by established deadlines and attend required internal staffings, housing meetings, community meetings, and professional-development activities. Additional duties may be assigned or requested based on program and organizational needs.
