About The Position

This position leads all aspects of a diverse and thriving Tribal Housing Department, including financial management, resident / tenant relationships, contract administration, housing construction project development and oversight of rehabilitation projects, and compliance with federal housing regulations, guided by knowledge and respect for Native American culture and customs.

Requirements

  • Bachelor’s degree in Social Services, Public Administration, Business Administration or related field plus six years’ experience in Indian housing; with at least two of these years in a supervisory or management position.
  • Alternatively, an associate’s degree and eight years’ experience in Indian housing with at least two of these years in a supervisor or management position.
  • Knowledge of construction processes (pre-development planning, project financing, budget development, procurement, site selection, contract administration, federal requirements).
  • Knowledge of Native American Housing Assistance and Self-Determination Act (NAHASDA) and implementing regulations.
  • Knowledge of Federal and State grant compliance reporting.
  • Knowledge of Indian Housing Block Grant funding formula.
  • Knowledge of 1937 Housing Act program requirements.
  • Knowledge of Federal and State housing legislation, including appropriations.
  • Knowledge of procurement, environmental review procedures, federal and state financial reports, conveyance procedures, program budget development, and property management.
  • Knowledge of mortgage financing, home loan and grant programs.
  • Knowledge of complex NAHASDA Cooperative Agreements.
  • Knowledge of leveraging funds and program development to serve all income levels.
  • Ability to develop and implement short- and long-range program goals, plans, and budgets.
  • Ability to seek out, integrate, and maximize the Tribes’ use of all funding avenues, innovative programs, and opportunities.
  • Ability to negotiate regulations, statute language, and funding formulas.
  • Ability to lead and work cooperatively with program staff, Tribal, State, and Federal programs.
  • Ability to work and relate well with Indian people.
  • Must be bondable.
  • Must possess a valid driver's license, private vehicle insurance, and reliable transportation and be eligible to operate a GSA vehicle.
  • Must be able and willing to work and/or travel after hours and on weekends.
  • Must possess good written and verbal communication skills.
  • Must be able to pass a criminal history check.

Responsibilities

  • Leads and administers all Housing programs in accordance with applicable tribal, federal, and state laws and policies.
  • Plans, assigns, reviews, and coordinates all operations and functions related to the development and management of housing programs for the Siletz Tribe, in consultation with Tribal leadership.
  • Develops and implements program goals, objectives, and plans to secure and maximize resources for housing services and development.
  • Consults with and advises the Chief Executive Officer, Tribal Council, and Housing Committee on the status of housing programs.
  • Serves as Staff Representative to the Housing Committee, preparing agendas, recording minutes, and preparing recommendations.
  • Prepares the annual Indian Housing Plan, guides it through approval, submits it to HUD, and monitors activities to achieve plan goals.
  • Prepares and monitors the budget for the Indian Housing Block Grant (IHBG) and all sub-budgets.
  • Plans, organizes, directs, and coordinates all operations and management activities of the Housing Department, including development, modernization, occupancy, financial, and administrative functions.
  • Plans, identifies funding, develops budgets, and oversees the implementation of construction projects and contract administration.
  • Ensures compliance with federal laws and tribal policies, including environmental review, procurement, and Indian Preference regulations.
  • Develops, recommends, and implements administrative policies and procedures.
  • Analyzes records and reports to determine the effectiveness of the Housing Department's operations.
  • Prepares and submits the Annual Performance Report to HUD, other required federal reports, and quarterly/annual reports to Tribal leadership.
  • Serves as an administrative decision-maker at the Department Head level, applying facts and relevant laws and policies.
  • Administers Housing Department operations in accordance with social objectives, including professional development of staff, resident involvement, community service expansion, and physical modernization.
  • Represents the Tribe in meetings with other agencies.
  • Maintains good public relations among Tribal Members, Tribal Council, Tribal Administration, and outside agencies.
  • Prepares and updates tribal data on the Formula Response Form and submits it to the IHBG Formula Center annually.
  • Ensures 1937 Act Mutual Help units convey in a timely manner.
  • Identifies additional funding sources.
  • Develops and implements new programs.
  • Monitors and analyzes Indian Housing Block Grant funding levels.
  • Participates in annual IHBG formula negotiations (OLINK) with Tribes in overlapping Formula areas.
  • Develops financial structures, business models, and partnerships for urban housing projects.
  • Monitors legislation impacting the Indian Housing Block Grant program.
  • Performs other duties as assigned.
