About The Position

The Ohio Housing Finance Agency (OHFA) offers affordable housing opportunities for Ohioans from rental assistance to homeownership. OHFA provides access to financial resources for the development & management of affordable housing. The Agency's programs serve first-time homebuyers, renters, senior citizens & other populations with special needs who otherwise might not be able to afford quality housing. The Office of Program Compliance is responsible for monitoring more than 1,600 rental properties throughout Ohio, ensuring properties are being maintained in satisfactory or above manner & are in compliance with the Internal Revenue Service (IRS), United States Department of Housing & Urban Development (HUD), United States Department of Agriculture (USDA) Rural Housing, federal HOME Partnership funds, Ohio Housing Trust Funds, American Recovery & Reinvestment Act (ARRA), Tax Credit Exchange (TCE) & state regulations policies. The Office conducts training for owners & manager of rental projects regarding both basic & advanced issues they face.

Requirements

  • 18 months experience in low-income housing tax credit industry or maintenance/monitoring of subsidized housing projects & regulations or residential property management; AND must possess a valid driver’s license.
  • OR completion of associate core program in accounting, business administration or public administration; AND must possess a valid driver’s license.
  • OR equivalent of Minimum Class Qualifications For Employment noted above. An example of an equivalency for the minimum class qualifications for employment noted above is 18 months experience in accounting, business administration, or public administration.
  • Criminal background check required.
  • Must possess a valid driver's license.

Nice To Haves

  • Candidates already possessing or in their candidacy period for one of the above listed credentials (Specialist in Housing Credit Management (SHCM), Housing Credit Certified Professional (HCCP), Novogradac Property Compliance Certification (NPCC), or Tax Credit Specialist (TCS)) should also apply for the Housing Examiner posting.

Responsibilities

  • Travel throughout Ohio to conduct physical compliance inspections of properties in the field.
  • Complete file inspections/audits either in the field or in the office.
  • Review tenant files for income & household composition requirements designated under multiple affordable housing funding guidelines.
