About The Position

Foothills Regional Housing (FRH) is seeking a Housing Specialist to join their Voucher Team. This role involves administering the Section 8 Housing Choice Voucher Program in compliance with FRH, HUD, Federal, State, and local regulations and policies. The specialist will perform technical compliance duties, including determining eligibility, maintaining case files, and interacting professionally with landlords and tenants.

  • Use a time management system and other organizational tools set up by FRH to organize tasks and manage time effectively.
  • Adapt well to change in the work environment.
  • Work with frequent interruptions and respond calmly and professionally to emergency situations.
  • Maintain desk and work area in a neat and clean manner, ensuring no applicant or tenant information is visible to office visitors or left on the desk after work hours.
  • Ability to work independently in a shared work environment.
  • High school diploma or equivalent.
  • Two years minimum experience in the Housing Choice Voucher Program.
  • Strong skills in organization, time management, initiative, and attention to detail.
  • Ability to deal with frequent interruptions and work with a variety of populations.
  • Excellent written and verbal communication and organizational skills.
  • Ability to exercise independent judgment and work with limited supervision.
  • Proficient in Microsoft Windows.
  • Must have or acquire a working knowledge of FRH tenant software (HMS Windows) within three months of date of hire.
  • Valid Colorado Driver's License and ability to be insured at standard rates.
  • Criminal background checks are required.

Nice To Haves

  • Must have or acquire a working knowledge of all pertinent regulations applicable to the position within six months of date of hire.

Responsibilities

  • Prepare monthly recertification letters and packets to tenants and landlords.
  • Provide back-up for the Receptionist for lunch and time off.
  • Assemble verified income and household information, and maintain active participant files in accordance with FRH and HUD policies and regulations.
  • Assist with maintaining and updating archive files.
  • Prepare reports and meet strict deadlines.
  • Enter program participant household and income information in the database accurately and in a timely manner.
  • Determine the need for interim rent changes and complete all required processing procedures.
  • Determine the reasonableness of rent charged, and negotiate rent amounts with owners as needed or when an inspector is not available.
  • Conduct leasing of families and initiate contracts between the owner and the housing authority.
  • Verify that a lease is executed between the landlord and the tenant.
  • Process landlord payments in a timely and efficient manner.
  • Maintain working knowledge of program requirements and HUD rules for effective program maintenance.
  • Prepare and accurately post monthly housing assistance payments to landlords.
  • Monitor appropriate billing of housing assistance payments and other fees to and from other public housing agencies for portability participants.
  • Terminate rental assistance to families for failure to comply with program rules and regulations and conduct Informal Hearings.
  • Act as a mediator in disputes between families and landlords.
  • Investigate general complaints from tenants, landlords, and the general public.
  • Maintain working knowledge of area resources and establish/maintain contact with other human services delivery agencies, informing and referring clients as appropriate.
  • Communicate effectively with attorneys.
  • Pursue collection of monies owed by participant or terminated families under repayment agreements with FRH.
  • Prepare and present briefing materials to new program participants in a classroom setting.
  • Follow Foothills Regional Housing (FRH), U.S. Department of Housing and Urban Development (HUD), and all other necessary agency policies, procedures, rules, and regulations.
  • Perform other duties as assigned.
