About The Position

The employee in this position performs a wide variety of work involving the implementation and enforcement of the City of Youngstown's Housing and Demolition program. This employee conducts housing inspections of the occupied and vacant dwellings to ensure conformance with the City Housing Code and regulations pertaining thereto. The employee in this position will be required to exercise independent judgement, responsibility and initiative through housing inspections, interaction with city departments, officials, citizens and Youngstown Municipal Court.

Requirements

• Graduation from High School.
• Must maintain OPOTA certification under Ohio Revised Code.
• Must receive a special commission from City Chief of Police under Section 49 of the Charter of the City of Youngstown.
• Successful candidate must have strong interpersonal skills and familiarity with issues related to the City and State Housing Codes.
• Valid Ohio driver's license with acceptable driving record.
• Applicants must meet the above required qualifications to be considered.

Responsibilities

• Inspect vacant structures for the demolition and /or housing code enforcement and subsequently prepare required documentation, photographs and other evidence.
• Inspects interiors and exteriors of occupied structures.
• Compile and keep appropriate records and files for all inspections.
• Responsible for the issuance of all citations for offenses above the minor misdemeanor level on behalf of Housing Enforcement and Demolition Services, as well as other court summons to property owners in violation of the City Housing Code.
• Attend Municipal Court proceedings on all Housing Enforcement and Demolition matters with necessary documentation and photographs.
• Communicate and interact with demolition and construction contractors any and all City of Youngstown and Mahoning County agencies and offices including, but not limited to: Youngstown Municipal Court, Police, Fire, Zoning, Building and Health Department, and Youngstown Metropolitan Housing Authority.
• Performs other related duties as required.
