About The Position

Metro is seeking a Household Hazardous Waste (HHW) Program Supervisor to support its regional household hazardous waste program. This role will oversee operations at Metro South and Metro Central transfer stations and community collection events, ensuring safe and compliant management of hazardous materials. The position is crucial for protecting public health and the environment while expanding hazardous waste collection services. The ideal candidate will possess strong technical expertise, leadership skills, and a commitment to continuous improvement in environmental operations.

Requirements

  • Bachelor's degree in environmental science, chemistry, environmental engineering, public administration, or a related field; and Four (4) years of progressively responsible experience in hazardous waste management, environmental compliance, or a related field; or Any combination of education, professional experience, volunteer experience, and lived experience that provides the knowledge, skills, and abilities necessary to perform the duties of the position.
  • Strong knowledge of hazardous waste management practices and environmental compliance requirements.

  • Experience managing or supporting household hazardous waste facilities, collection programs, or special collection events.
  • Experience developing and implementing environmental programs or operational procedures.

  • Experience supervising staff, leading teams, or coordinating cross-functional projects.
  • Experience with regulatory reporting, environmental audits, or compliance inspections.
  • Knowledge of Extended Producer Responsibility (EPR) programs, product stewardship initiatives, or related environmental policy frameworks.

  • Previous experience working in a union environment.

Responsibilities

  • Provide oversight and technical leadership for household hazardous waste operations at Metro South and Metro Central facilities and regional collection events.
  • Coordinate with HHW Supervisors, Program Coordinators, and Specialists to support safe, efficient, and consistent program operations.
  • Ensure compliance with applicable federal, state, and local regulations, including Resource Conservation and Recovery Act (RCRA), Department of Transportation (DOT), Occupational Safety and Health Administration (OSHA), and Oregon Department of Environmental Quality (DEQ) requirements.
  • Support hazardous waste packaging, storage, transportation, tracking, and disposal activities.
  • Manage contracts and vendor relationships related to hazardous waste transportation, disposal, recycling, and specialty waste programs.
  • Lead program planning efforts, including expansion of community collection events, development of new waste management procedures, and implementation of strategic initiatives.
  • Supervise assigned staff, including hiring, training, performance management, coaching, and professional development.
  • Analyze operational and regulatory data, prepare reports, and present information to leadership, regulatory agencies, and other stakeholders.
  • Collaborate with Metro divisions, local governments, contractors, and partner agencies to advance environmental, sustainability, and public service goals.
  • Promote a culture of safety, accountability, innovation, and continuous improvement across all HHW operations.
