For more information, please continue reading below! Summary: To serve the Association Board of Directors as the onsite manager. To fulfill the obligations of the management contract in conjunction with the goals and objectives of the Board of Directors under the direct supervision of the Large-Scale Management. Has significant contact with the Board of Directors, committees, residents, guests, contractors, vendors, outside groups and associations, employees, and city staff.

Requirements

  • Knowledge of landscape and maintenance issues and ability to provide guidance to contractors/vendors.
  • Certification through CAI or CACM.
  • Excellent oral and written communication and listening skills.
  • Be able to relate to the many diverse personalities and temperaments and resolve business and homeowner problems in an ethical and professional manner.
  • Interpersonal problem-solving abilities.
  • Excellent financial and budgeting skills.
  • Must be proficient with computer programs, including Word, Outlook and Excel and email.
  • Verifiable references.
  • Able to pass a background check.

Responsibilities

  • Implement Board policy and directives within the scope of the management contract.
  • Assist Board of Directors with strategic planning initiatives.
  • Prepares schedules and establishes priorities for routine and special work projects.
  • Ensures day-to-day compliance with Injury and Illness Prevention Program, Hazard Communication Program and any supplemental programs that are required by CAL or FED/OSHA for the facility.
  • Acts as liaison between the Board of Directors and residents in the execution of the established policies and the conveyance of resident grievances.
  • Provide regular status updates to the Board and Committee Chairpersons on all ongoing projects and obtain Board feedback/approval as necessary.
  • General enforcement of the Covenants, Conditions and Restrictions, the Articles of Incorporation and the Bylaws of Carlton Square, Association Handbook and enforcement of all other rules, regulations and polices in effect and binding on the Association. Maintain and keep current the operating manual reflecting such policies and procedures.
  • Coordinate preparation of periodic reserve study required by Civil Code so that it is available to the Board and any committees that may be designated by the Board from time to time, not less than ninety (90) to one hundred-twenty (120) days, or in accordance with the Board’s determined schedule, prior to the beginning of the Association’s fiscal year (currently on a calendar year).
  • Prepares annual budget estimates for Board action and approval. Reports on the monthly financial obligation of the Association and distributes the financial data to the Board of Directors. Develop and administer annual operating and capital budgets in accordance with the governing documents, state statutes and Board policies.
  • Analyzes financial reports, coordinates input of professional advisors, implements recommended procedures.
  • Supervises expenditures to conform with budget guidelines. Establishes priorities, provides advice to the Board concerning major expenditures.
  • Establishes budget controls and prepares budget recommendations.
  • Works with CPA to facilitate the completion of the annual audit and tax returns.
  • Administers the various functions of the community within the projected and approved operating budget and advises the Board of Directors of significant operational problems or deviations from the management plan.
  • Facilitate Annual Meetings and Elections.
  • Work with vendors, contractors, subcontractors, and Association volunteers to communicate and implement the specific decisions of the Board of Directors. Routinely monitor vendor performance as it relates to maintenance and projects undertaken on the common area including sb 326.
  • Maintain close contact with all vendors and be thoroughly familiar with their contracts and responsibilities. Annually review all vendor contracts.
  • Prepare all meeting materials prior to each meeting. Prepare minutes and action item list following Board meetings.
  • Oversee architectural processing and ensure all deadlines are met.
  • Attend Board or Committee meetings as needed.
  • Frequently inspect the entire Association (at least monthly) to assess that all maintenance activities are being carried out, that there are no apparent hazards on the common area or in the facilities and assess residents’ property as to compliance with architectural and other community standards. Manager to review all Architectural Control Committee (ACC) approved homeowner projects with the ACC to assure compliance with the approved application.
  • Maintain up-to-date information on portal.
  • Prepare a monthly newsletter for distribution.
  • Adhere to all Civil Code requirements for deadlines (i.e., budget, audit).
  • Create a sense of community in the Association through positive service and communication.
