About The Position

The Department of Transportation, Office of Human Resources is seeking a Staff Analyst level 2 to support the Hiring Plan unit with analytic work regarding the daily administration of agency-wide hiring and promotion activities. Reviews and processes Personnel Request Forms (PRFs) in order to implement hiring, promotion and transfer requests. Coordinate the processing of new hire and promotional records in NYCAPS including submission to the Office of Management and Budget (OMB). Train unit staff and agency-wide personnel coordinators on current NYCAPS procedures. Coordinate the preparation of spreadsheets detailing/summarizing personnel actions for presentation to Executive staff. Submit spreadsheet data to supervisor for review; provide supporting documentation and interpret/clarify data based on citywide guidelines. Serve as a contact person/liaison with IT&T regarding the maintenance of the Personnel Actions Information and Reporting System (PAIRS). Conduct in-depth analysis of Personnel Request Form (PRF) document submissions, including: resume review to verify/determine that candidates meet minimum qualification requirements of selected job titles; integrate required information into DOT’s PAR Management System. Perform various other duties utilizing NYCAPS, PMS, PRISE and CHRMS. Prepare and update associated spreadsheets on an ongoing basis. Maintain appropriate files, documents and confidential records. Prepare correspondence and reports. Organize and maintain agency personnel records and general unit files. Perform special projects as requested.

Requirements

  • Must be serving permanently in the title of Staff Analyst, or reachable on the Staff Analyst civil service list.
  • A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a Juris Doctor degree from an accredited law school.
  • OR a baccalaureate degree from an accredited college and two years of satisfactory full-time professional experience working in one or a combination of the following areas: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area.
  • OR an associate degree or completion of 60 semester credits from an accredited college and four years of satisfactory full-time professional experience as described in the baccalaureate degree section.
  • OR a four-year high school diploma or its educational equivalent approved by a State's department of education or a recognized accrediting organization and six years of satisfactory full-time professional experience as described in the baccalaureate degree section.
  • A combination of education and/or experience equivalent to the above requirements.
  • College education may be substituted for professional experience at the rate of 30 semester credits from an accredited college for one year of experience.
  • Must have a high school diploma.
