About The Position

This position is a Highway Operations Superintendent performing a variety of highway operational duties of considerable complexity, and responsibility in the fields of maintenance, project management, traffic engineering, or construction. Assigned to the Alternative Delivery and Major Projects (ADMP) to directly manage the 30 year routine maintenance contract for the South Mountain Freeway. In addition, at years specified in the executed DBMA, this position will also oversee Capital Asset Replacement Projects. This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures. Requirements

  • Extensive knowledge of department’s mission /goals, procedures, practices/methods of operation, federal, state, and agency laws/rules, regulations/policies pertaining to work activities.
  • Occupational Safety and Health Administration requirements/practices, and public contact/customer service.
  • Road and roadside materials, hydrology/hydraulic principles as it relates to drainage facility maintenance, chemicals, equipment/tools other materials used in work activities.
  • Knowledge of math, accounting, English/grammar, computer systems, effective oral and written communication.
  • Engineering principles and practices; contract specifications and contract administration.
  • Managerial/supervisory practices and techniques, incident and local emergency management protocol.
  • Environmental regulations governing impacts cultural and biological resources.
  • Plans, organize, supervise, assign, inspect and evaluate work of contractors, coordinate, analyze, and perform multiple tasks.
  • Communicate effectively; comprehend and give directions; read, interpret and apply specifications and drawings; read and interpret plans, standards, and specifications.
  • Analyze complex highway maintenance problems, evaluate alternatives and recommend or adopt effective courses of action.
  • Develop and implement work standards.
  • Prepare clear and concise records, reports and other written materials.
  • Use of proper materials and tools, vehicles and equipment specific to work activity; computer use; negotiate and conflict resolution.
  • Inspect materials and products for acceptance; solve problems and make decisions within established procedures and practices of work section.
  • Establish and maintain interpersonal relationships.
  • Variable situations requiring analytical, interpretive, evaluative, and/or constructive thinking within broadly defined policies and objectives.
  • Clearly communicate complex issues and concepts with a wide range of professional and governmental representatives and the public and respond to verbal and written inquiries from the public, and/or governmental representatives.
  • Fostering trust and positive perceptions.
  • Analyze and evaluate a wide variety of engineering and maintenance data.
  • Organize and prioritize work assignments.
  • Valid Driver's License.

  • 5 years as a Highway Operations Supervisor or Transportation Engineering Specialist, or
  • 7 years as a Highway Operations/Construction Lead

Responsibilities

  • Provides direction and administration on major projects in a highly complex highway construction, and maintenance program throughout the State.
  • Identify program priorities and monitor/report progress of projects, and the development process related to scope, schedule, budget, and quality of projects.
  • Provide leadership in the resolution of project issues including escalations to management as needed.
  • Assist Maintenance Manager in directing analysis, design, and preparation of studies, plans, and reports for complex projects and corridor studies.
  • Perform constructability and maintenance reviews, develop JPAs and related agreements, communicate policies, procedures, and scope changes.
  • Participate in planning, programming, prioritizing, and scheduling projects.
  • Assist Maintenance Manager in leading/directing operational and maintenance activities for group budget, strategic plans, management strategies, policies and procedures.
  • Provides recommendations for maintenance program, pavement preservation, and other maintenance activities.
  • Champion partnerships.
  • represent ADOT at meetings with internal staff, federal, state, local governments, contractors, and other stakeholders to inform, facilitate, and expedite the development/maintenance of projects.
  • Responds to written or telephone inquiries from state, federal, local government partners, stakeholders, and the general public on behalf of the agency.
  • Manage state and consultant resources and coordinate contractor staffing to balance maintenance workload.
  • Align project development and maintenance processes to reduce redundancies and improve delivery.
  • Identify staff training needs and coordinate training support through appropriate groups.
  • Provide assistance on a 24 hour basis on routine highway emergencies, and supervise complex multi-org emergency incidents.
