About The Position

Manage the assets of multiple operations units which may include: Develop, implement and monitor an annual work program assuring the scheduled work activities and production can be accomplished within the allotted annual budget; compose a strategic plan in line with the department's goals; supervise multiple unit supervisors; accountable for incident response and Incident management. In addition, be responsible for ensuring proper operation and maintenance of the light and heavy equipment fleet assigned to the multiple units, ensure that the HOT Supervisors and technicians are properly trained and qualified in the department's various training programs. Provide input into the project development process: Work with the District Managers and HOT Supervisors in establishing areas for repairs and major rehabilitation; review plans and specifications, project assessments, attend field reviews and provide technical support. The Operations Superintendent is responsible for assuring that the public's investment in its highway system is preserved and safe to travel upon.

• Extensive knowledge of the department's mission and goals.
• Federal, state and agency laws, rules, regulations, policies and procedures, methods, practices, techniques, tools and equipment used in the construction and maintenance of highways.
• Safety practices and OSHA requirements; managerial practices and supervisory techniques.
• State and department regulations governing procurement policies.
• Engineering principles and practices.
• Contract specifications and contract administration.
• Road and roadside materials.
• Hydrology and hydraulic principles as it relates drainage facility maintenance.
• Manual on Uniform Traffic Control Devices and Certifications requirements, incident response.
• Techniques and local emergency management protocol, and environmental regulations.

• Az Drivers Licenses - This position requires driving or the use of a vehicle as an essential function of the job, and the following requirements apply. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver’s license, complete all required training, and successfully pass all necessary driver’s license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).

Responsibilities

• Responsible for utilizing leadership skills and technical expertise to supervise the unit supervisors to safely and efficiently perform highway operations work, fabricate products, operate equipment and respond to incidents.
• Perform performance appraisals and initiate disciplinary actions on employees.
• Assists in preparation and adjustment of multiple unit's annual work programs.
• Monitors operations work plan Implementation to ensure quality, timeliness and proper performance of operations activities.
• Oversee highway operations technician supervisors, equipment, materials, and contractors needed to accomplish assigned tasks.
• Monitor multiple unit's budgets to ensure expenditures are within guidelines for work accomplishments and in compliance with procurement policies.
• Providing technical input for the purchases of equipment, materials, and developing strategies for addressing roadway and roadside deficiencies.
• Review plans, specifications and project assessments, attend field reviews and provide technical input.
• Develop projects for submittal to construction program.
• Responsible for developing and reviewing technical specifications for maintenance contracts, administering contracts and service agreements to ensure terms are fulfilled.
• Visually inspect roadway/roadside features to determine maintenance priorities and needs.
• Task requires driving district routes on routine basis.
• Assist District Managers with planning, staffing, and forecasting operations needs.
