About The Position

The County Highway Engineer provides professional engineering leadership for the planning, design, construction, maintenance, and administration of Clark County's roadway, bridge, drainage, and transportation infrastructure. The position ensures the safe, efficient, and cost-effective operation of the Highway Department while maintaining compliance with applicable federal, state, and local laws.

Requirements

  • Current Indiana Professional Engineer (P.E.) license or eligibility for Indiana licensure through reciprocity.
  • INDOT Employee in Responsible Charge (ERC) certification or ability to obtain certification within 30 days of employment.
  • Thorough knowledge of roadway, bridge, drainage, surveying, and construction engineering principles.
  • Experience preparing budgets, managing capital projects, and administering contracts.
  • Ability to establish effective working relationships with elected officials, employees, contractors, consultants, regulatory agencies, and the public.

Responsibilities

  • Plan, design, and oversee the construction, maintenance, and improvement of County roads, bridges, culverts, drainage systems, and related infrastructure.
  • Prepare surveys, plans, specifications, easements, cost estimates, bid documents, contracts, and construction documents.
  • Review bids, recommend contract awards, monitor construction, inspect completed work, and certify project completion.
  • Serve as an INDOT Employee in Responsible Charge (ERC) for County transportation projects.
  • Coordinate consultants, contractors, utility companies, regulatory agencies, and project stakeholders.
  • Maintain inventories of County roads, bridges, culverts, and transportation assets.
  • Develop and maintain long-range transportation, bridge, pavement, and capital improvement plans.
  • Complete annual PASER roadway evaluations and prepare required pavement and bridge asset management reports.
  • Along with the Highway Department Administrator, prepare and submit the Annual Operations Report summarizing the Highway Department's annual roadway and bridge activities.
  • Develop and administer the County's traffic safety program, including traffic control devices, speed studies, bridge load limits, railroad crossings, traffic counts, and detour planning.
  • Inspect subdivision streets proposed for County acceptance and provide recommendations to the County Executive.
  • Prepare engineering estimates and assist in developing and administering departmental operating and capital budgets.
  • Prepare and administer state and federal grant applications and funding programs.
  • Ensure compliance with applicable engineering, environmental, and transportation regulations.
  • Attend regional transportation meetings and represent Clark County with INDOT, KIPDA, and other agencies.
  • Respond to inquiries regarding roads, bridges, drainage, traffic, and infrastructure concerns.
  • Investigate complaints, provide technical recommendations, and coordinate corrective actions.
  • Maintain current engineering knowledge through continuing education and professional development.
  • Perform statutory duties required under Indiana law.
  • Perform other duties assigned by the County Executive consistent with the responsibilities of the position.
