About The Position

The Air & Space Defense Systems (ASDS) organization is looking for a skilled and motivated Development Integrated Product Team (IPT) Lead on the HF Radar Systems & Technology (HFRST) Program. HFRST is an Over-the-Horizon Radar (OTHR) system focused on advancing future radar capabilities through the development of cutting‑edge algorithms and software, while sustaining an operational OTHR testbed at Fort Sill, OK. In this position, you will oversee the strategy, execution, development, and delivery of all HFRST Software and Hardware products for the program across a scaled agile environment. You will provide leadership to assure quality, timeliness and cost efficiency of HFRST in accordance with the contract requirements, planned budget and schedule. This role will involve frequent collaboration with program management, the office of the Chief Engineer, other IPTs and external parties. Additionally, you will be responsible for managing costs, schedules and execution activities, including Estimate at Completion (EAC) reviews, proposal costing and leadership reviews, staffing projections and monthly metrics tracking. In the IPT Lead role, you will drive technical, schedule and cost performance while delivering products compliant with contract requirements. This involves developing solutions that are the best fit for the overall program performance, supportability and long-term sustainment. The candidate must be able to clearly communicate status, issues and resolutions to leadership on matters that significantly impact program success.

Requirements

  • Bachelor’s degree in Science, Technology, Engineering or Math (STEM) and a minimum of 10 years of prior relevant experience unless prohibited by local laws/regulations.
  • Experience managing project or program cost, schedule and risk or experience with Earned Value Management, Risk & Opportunity, IMS tools.
  • Experience presenting program and technical issues to senior stakeholders.
  • Experience in Software Engineering, Systems Engineering, and/or System Integration
  • Active and transferable U.S. government issued Top Secret security clearance is required prior to start date.
  • U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance.

Responsibilities

  • Lead engineering activities across multi-disciplinary teams supporting HFRST development.
  • Be proactive in identifying team execution issues, develop handling strategies and help drive selected solutions to closure.
  • Ensuring cost and schedule for on time delivery of software and hardware to meet the mission, contractual obligations and customer expectations.
  • Support scaled agile implementation with Program Increment Planning, Sprint Reviews and Demos to ensure execution aligns with build plans.
  • Interaction with the customer community, the program office, functional and technical leaders.
  • Early identification of risks and opportunities, along with mitigation and capture plans.
  • Partners with engineering leads to provide cost-effective, rapid technical solutions.
  • Establish open and effective communication with team members, ensuring team cross-training, mentoring, and growth opportunities.
  • Frequent communications with the customer engineering group, ensuring a positive customer relationship.
  • Brief the customer program office weekly on engineering progress.
  • Support strategic efforts to identify and advocate for future growth of the system, such as white papers, requests for information, proposals and budgetary planning estimates.
  • Regular review of program status, including tracking and review by both Engineering and Program Leadership.
  • Responsibility for the development of software and hardware proposals and support to all program proposal efforts, including negotiations and reviews for any new scope and any potential contract modifications to ensure success and growth for the business.
  • Availability and willingness to travel CONUS (Contiguous United States) and OCONUS (Outside CONUS) (30% travel expected).
