About The Position

Shell Canada is seeking a HEMP Process Safety Engineer to join its team at the Scotford Refinery. The HEMP Process Safety Engineer supports the effective delivery of the Hazard and Effects Management Process (HEMP) across the site. Reporting to the Process Safety Manager, the role provides functional support and coordination to ensure HEMP is consistently applied in line with Shell SEAM requirements, while driving continuous improvement and simplification. The position is accountable for coordinating and facilitating HEMP five-year revalidation workshops and for leading Process Hazard Analyses (PHAs), including Hazard and Operability (HAZOP) workshops and related studies, to identify, evaluate, and manage major accident hazards at Scotford. The successful candidate will bring strong processes, safety, technical capability, effective facilitation and influencing skills, and a collaborative mindset to support safe, reliable, and compliant asset operations.

Requirements

  • Must have legal authorization to work in Canada on a full-time basis for anyone other than current employer
  • Bachelor’s degree in chemical, Mechanical or related field
  • Must hold a Professional Engineer (P.Eng.) designation
  • At least 8 years of experience in process safety, process engineering, or other related engineering disciplines within refining or petrochemical manufacturing environments, with a minimum of 5 years of proven experience facilitating HAZOPs and/or applying other PHA methodologies in brownfield plants
  • Knowledge of flare systems, pressure relief PRV sizing, and/or safeguarding design principles
  • Familiarity with dispersion modeling software such as FRED, PHAST
  • Functional Safety certification such as TÜV FS Eng is an asset
  • Experience with LOPA, SIL verification, and barrier management
  • Knowledge of applicable standards such as API 520/521, API 537, and/or OSHA PSM
  • Understanding of Human Factors, Operability, and Maintainability principles
  • Ability to lead workshops both on-site and remotely
  • Strong communication, facilitation, and stakeholder engagement skills

Responsibilities

  • Lead HAZOP studies and other PHA methodologies such as What-If, HAZID, Bowtie for refining and chemical processing units.
  • Facilitate Layer of Protection Analysis (LOPA) and verification of Safety Integrity Levels (SIL) as part of the broader risk management framework.
  • Identify Tolerability and/or As Low as Reasonably Practicable (ALARP) gaps that could result in loss of primary containment (LOPCs) and/or major process safety incidents
  • Apply Risk Assessment Matrix (RAM) to evaluate potential consequences from the release of a Hazard
  • Interpret and validate P&IDs, cause and effect diagrams, and process flow diagrams
  • Collaborate with operations, engineering, and maintenance teams to ensure comprehensive risk identification and mitigation
  • Document workshop findings, recommendations, and action items in detailed, high-quality reports
  • Present risk assessment outcomes and ALARP justifications to technical and leadership teams
  • Identify Health, Safety, Security, and Environment Critical Equipment (HSSE CE) and critical activities (HSSE CA) as part of the HEMP process.
  • Support Manage Equipment Care with equipment care strategy
  • Ensure barrier effectiveness in the field by engaging appropriate Discipline Barrier Owners and process performers
  • Ensure compliance with industry standards and company design engineering standards (DEPs, API, ASME) and regulatory requirements
  • Contribute to continuous improvement of process safety practices and knowledge sharing across teams
  • Plant visits to conduct barrier assurance field walks
  • Act as focal for process safety focused Safe Work Practices (SWP)
  • May be required to fill a reserve worker role
