About The Position

This position provides oversight and supervision to the Southern District Heat Plant. It involves performing operation and maintenance functions for the facilities’ physical plant equipment located within the Heat plant structure. The role includes performing essential operational functions, ensuring compliance with all environmental regulations, maintenance, cleanliness, scheduling and emergency repairs (electrical and mechanical) to ensure effective, operational practices and equipment longevity.

Requirements

Must currently possess a valid Stationary Engineer License “A”, American Society of Power Engineers (ASOPE) license or Equivalent.
Six years of work experience in boiler operations performing preventive, predictive and corrective maintenance, two of which must have been at the journey level.
A combination of related education, formalized apprenticeship program, and/or relevant experience in an occupation related to the work assigned to this position equal to six (6) years, two (2) of which must have been at the journey level.
Must currently possess and maintain throughout employment in this position, a valid Stationary Engineer License “A”, ASOPE (American Society of Power Engineers) license or equivalent.
Must possess and maintain a valid non-restricted Colorado driver’s license.
Must successfully pass Motor Vehicle Check.
Must be willing to receive an annual influenza vaccination or provide a document for a medical exemption or a letter for religious exemption.
Must successfully pass a Tuberculosis (TB) test.

Nice To Haves

Experience supervising a 24/7 heat plant.
Previous high-pressure coal fired steam boiler operations and maintenance experience.
Relevant years of state experience.

Responsibilities

Provides oversight and supervision to the Southern District Heat Plant.
Performs operation and maintenance functions for the facilities’ physical plant equipment.
Performs essential operational functions.
Ensures compliance with all environmental regulations, maintenance, and cleanliness standards.
Schedules and performs emergency repairs (electrical and mechanical).
Supervises and directs 10 FTE Heat Plant staff.
Schedules staff work assignments, assigns project work, and sets work expectations.
Coordinates with Operations Manager and Area supervisors for personnel re-allocation.
Responsible for obtaining staff for after-hours, weekend, and holiday maintenance work.
Develops productivity goals and monitors staff productivity.
Develops, implements, and evaluates employee performance evaluations and mid-year reviews.
Measures daily performance of staff and implements improvement strategies.
Plans training for employees to maintain industry standards, including safety aspects.
Provides documentation to support recommended corrective and disciplinary actions.
Addresses employee complaints and resolves informal grievances.
Interviews applicants and recommends hires, promotions, or transfers.
Supervises and performs the operation, installation, repair, and maintenance of high-pressure steam boilers (coal and natural gas), DCS, PLCs, and process fluid analysis.
Supervises and performs the operation, installation, repair, and maintenance of environmental emission control systems, including coal handling and ash removal systems.
Ensures regulatory requirements (Title V, OPS, MS4, SPCC compliance, APEN, EIA) are maintained and submitted on time.
Supervises and performs the operation, installation, repair, and maintenance of plant machinery including valves, pumps, fans, turbines, electric motors, coal and ash handling system components, piping distribution system components, and digital control system components.
Verifies and analyzes daily and monthly labor requirements.
Tracks indirect and direct labor distributions and ongoing productivity analysis.
Procures supplies and materials, plans for material requirements, and reviews inventory.
Accomplishes scheduled preventative equipment maintenance according to manufacturer guidelines.
Maintains plant cleanliness.
Troubleshoots and repairs plant machinery and systems.
Answers phones from building tenants during 2nd and 3rd shifts and determines immediate needs.
Operates, tests, and maintains diesel powered emergency electric generators.
Maintains grounds area and surrounding buildings.
Operates state vehicles.
Performs general work order maintenance when staffing demand at the heat plant doesn’t require two or more operators.
Ensures proper PPE is utilized.
Travels to facilities to execute daily business needs.
Manages heat plant budget allocations per fiscal year.
Ensures inventory management maintains adequate stocking levels.
Manages budget variances and collaborates with DFM-SD Budget manager.
Researches vendors for supplies and equipment at the lowest cost.
Develops requests for planned replacement and purchase of critical physical plant needs.
Prepares, presents, and justifies budgets.
Maintains and manages budget resources and procurement card transactions.
Manages and monitors vendor contracts for the southern district Heat Plant.
Ensures contract vendors deliver services as per state contracts.
Provides specifications for contracted services for rebidding.
Performs other duties as assigned.
