About The Position

The Department of Human Resource Management (DHRM) Office of Employment Dispute Resolution (EDR) is seeking a qualified candidate to fill the position of Hearings Program Director. This role is crucial for EDR's responsibility to provide administrative hearings and rulings in employee grievances, and to offer consultation to state agencies and employees on workplace disputes. The position involves overseeing and managing the Hearings Program operations, investigating, analyzing, and drafting administrative rulings for employee grievances. Additionally, the role includes consulting with employees and agency management on managing and resolving workplace conflict and employment disputes, and providing training and mediation services as needed.

Requirements

  • Demonstrated ability to conduct investigations and analyze relevant facts in light of applicable governing principles, policies, and laws.
  • Demonstrated ability to write and speak with clarity, concision, and logic in legal matters.
  • Knowledge of the principles, policies and laws governing public employment, the grievance rights of state employees, alternative dispute resolution methods, and best practices in employment relations and dispute resolution.
  • Ability to communicate effectively with employees, agency management at all levels, and their representatives.
  • A high degree of reasoned judgment, discernment, objectivity, and poise under conditions that are often sensitive and emotionally charged.
  • Ability to perform multiple complex assignments independently, with minimal supervision.
  • Demonstrated ability to successfully oversee and manage operations of a fee-for-service statewide administrative hearings program in a way that promotes the overall quality and timeliness of hearing services while preserving hearing officer independence to decide individual cases.
  • Experience and/or knowledge in mediation and/or other workplace conflict resolution methods.
  • High school graduate or equivalent.

  • Coursework in law or comparable experience or training.
  • Virginia State Bar license.
