About The Position

The Indiana Department of Revenue (DOR) is seeking a Hearing Officer to join its legal team. This role involves resolving taxpayer appeals on both formal and informal bases, serving as an impartial decision-maker, and ensuring compliance with Indiana tax law. The Hearing Officer will conduct legal research, write and issue final determinations, negotiate settlements, and provide legal advice and training to other DOR sections. Requirements

  • Must be licensed and active in good standing to practice law in the state of Indiana.
  • Excellent writing and communication skills.
  • Self-directed team players with problem-solving skills and a desire to find the right answer and think outside the box.
  • Knowledge of, experience with, or ability to learn legal concepts, laws, trial rules, and specifically, Indiana tax law.
  • Experienced in conducting all aspects of legal research, including resources and procedures.
  • Thorough knowledge of, experience with, or ability to learn federal, state, and local law procedures, and precedents pertaining to DOR’s function and purpose.
  • Ability and willingness to learn about programs, purpose, services, and structure of DOR.
  • Well-versed in Microsoft products for office use (including Word, Excel, PowerPoint, and Teams).
  • Adept at learning new software applications.
  • Ability to perform essential functions with or without reasonable accommodation.

Responsibilities

  • Schedule and conduct administrative hearings, allowing taxpayers to explain their appeals.
  • Schedule administrative hearings within 30 days of appeal assignment.
  • Perform legal and other necessary research to address taxpayer appeals, including internal DOR research.
  • Fully resolve taxpayer appeals by issuing thoroughly researched and clearly written final determinations or resolving them in a timely manner.
  • Consult with other members of the Legal Division team and other DOR members as necessary.
  • Develop and maintain harmonious and professional relationships with taxpayers, their representatives, and colleagues within DOR.
  • Resolve issues arising after the issuance of a final determination, including requests for rehearing, supplementary final determinations, settlement issues, and litigation support.
  • Prepare and present settlement proposals and settlement documents for assigned appeals.
  • Ensure DOR compliance with executed settlement agreements.
  • Provide internal legal advice to other DOR sections as requested.
  • Participate in the training and education of other DOR sections.
  • Contribute to a positive team environment while assisting Hoosier taxpayers.
