About The Position

The Healthcare Data Architect will be responsible for architecting systems, applications, databases, and data models to build enterprise system data architectures. This role involves designing complex database architecture, including data modeling, database schema design, and database security. The architect will also design, develop, and implement plans for migrating data, and develop technical reference models including hardware and software standards. They will implement data-centric, integrated software, hardware, cloud, and mobile solutions to meet system requirements and provide data architecture recommendations for implementing complex web applications, data-sharing initiatives, reports, and dashboards. The role includes leading architecture reviews of database integrations to ensure operational and security compliance, and providing recommendations on usage optimizations and cost reduction strategies for database infrastructure, batches, and product deployments. Collaboration with applications, infrastructure, and system operations teams to automate end-to-end operations in AWS Cloud is key. The architect will develop standards and data scripts to monitor and alert cloud-based systems and applications to ensure Service Level Agreements and performance metrics are met. They will also architect, design, and develop Extract Transform and Load (ETL) processes, monitor database performance, troubleshoot errors, and debug. This position provides direction and supervision to database team members, leads the administration of HBX databases, and ensures data quality and governance. The role requires a thorough knowledge of system architecture, innovative database approaches, and support for database and application integration efforts. Direction and support for all system testing efforts, including unit testing, load testing, end-to-end testing, validation testing, and user acceptance testing will be provided. The architect will work with developers and database team members to define, build consensus around, and implement enterprise systems and application architectures, and collaborate closely with cross-functional teams to ensure the database environment meets business needs and supports the IT strategy. Adherence to security, change control, and MHBE Project Management Office (PMO) policies, processes, and methodologies is required. The candidate must be flexible to work overtime as needed, including weekends, holidays, and off-hours.

Requirements

  • A minimum of ten (10) years of experience architecting and/or providing solutions for large-scale enterprise database requirements.
  • A minimum of five (5) years of experience as a Database Architect or equivalent architecting, designing, and developing or supporting federal or state-based marketplaces or complex health and human services systems.
  • A minimum of five (5) years of experience in a complex environment building complex databases, PostgreSQL Server database administration, patch management, and maintenance of Replication or Disaster Recovery (DR) Environments, utilizing PostgreSQL, Informatica, and NoSQL databases such as MongoDB.
  • A minimum of five (5) years of experience with tools such as Bamboo, Jenkins, Maven, Bitbucket, Jira, GIT, etc.
  • A minimum of five (5) years of experience in document management systems.
  • A minimum of five (5) years of experience with Cloud infrastructure on AWS (Amazon Web Services) and computing AMI virtual machines on Elastic Compute Cloud (EC2), continuous integration (CI), and Continuous deployment (CD) processes.
  • A minimum of four (4) years of experience monitoring production database activity for operational improvements to include CPU, Disk, memory utilization, space utilization, security infractions, and overall performance of databases.
  • A minimum of four (4) years of experience in large-volume database migration between data centers and cloud environments using custom or commercial products and protocols.
  • Strong understanding of database architecture and design, including normalization, indexing, partitioning, and replication.
  • Experience managing and optimizing large databases, including performance tuning and capacity planning.
  • Experience in data modeling, ETL processes, and data warehousing.
  • Experience in SQL complex queries and batch performance optimizations.
  • Excellent communication skills, including the ability to communicate technical concepts to non-technical stakeholders.
  • Strong leadership skills, including the ability to lead a team of database administrators and developers.

  • A minimum of four (4) years of experience in disaster recovery principles and practices, including planning and validating backup and restore database backups in production and lower environments.
  • A minimum of four (4) years of experience implementing efficient disaster prevention and Recovery Strategies and High availability like Database Backup and Restore, Database Snapshot, Log shipping, Clustering and Database Mirroring for MongoDB/ MS SQL Server/ PostgreSQL.
  • A minimum of four (4) years of experience in designing MongoDB replica sets and sharded cluster and upgrading or migrating various versions of Mongo database on different platforms.
  • A minimum of two (2) years of experience using Amazon Snowball or Data Migration Service (DMS) for data migration.
  • A strong understanding of database architecture and design, including normalization, indexing, partitioning, and replication.
  • Experience in managing and optimizing large databases, including performance tuning and capacity planning.

  • Hands-on experience with PostgreSQL, MongoDB, and SQL complex queries designing, developing, and maintaining large-scale databases and ensuring their performance, security, and scalability.

  • Experience in programming languages such as Python, Java, or Scala developing data pipelines, automation scripts, and other database-related tools.
  • Experience in advanced security concepts such as encryption, tokenization, and key management implementing data security and compliance standards.
  • Experience in advanced cloud computing concepts such as serverless computing, containerization, and microservices optimizing database performance and scalability in cloud environments.
  • Familiarity with the operations of a Health Insurance Exchange (HIX) marketplace, including knowledge of healthcare policies, benefit packages, plan design, eligibility, and enrollment processes and understanding the unique data requirements and challenges of this industry.
  • Experience working closely with business stakeholders and other data professionals to establish data governance policies and procedures, monitor compliance, and implement data quality checks and controls.
  • Experience in developing and maintaining a data dictionary or metadata repository and data governance program to align with best practices and regulatory requirements.
  • Experience managing a team of database professionals, providing guidance and expertise, collaborating with other teams, setting priorities, monitoring performance, and achieving operational excellence.

Responsibilities

  • Demonstrate thorough knowledge of system architecture, provide innovative database, data extraction, data sharing, and data development approaches, and support database and application integration efforts.
  • Provide direction and support for all system testing efforts, including unit testing, load testing, end-to-end testing, validation testing, and user acceptance testing.
  • Work with developers and database team members to define, build consensus around, and implement enterprise systems and application architectures to ensure performance, scalability, maintainability, extensibility, and application integration with external systems.
  • Work closely with cross-functional teams, including developers, data analysts, and business stakeholders, to ensure that the database environment meets the needs of the business, and supports the long-term IT strategy.
