The Health Safety Net (HSN) Fiscal Operations team’s duties include, but are not limited to, the areas of accounting, payment processing, fiscal analysis, data collection, public information, policy development, and general fiscal operation and administrative costs related to the Health Safety Net, a fund that compensates providers, including Massachusetts acute care hospitals and Community Health Centers, for health care provided to low-income patients. The HSN Fiscal Policy Analyst serves as a policy, fiscal, and operational resource for the HSN Fiscal Operations team, supporting the administration and continuous improvement of a complex public health care financing program. The position applies policy analysis and project management skills to evaluate how statutory, regulatory, programmatic, and operational changes affect HSN fiscal operations; identify gaps, risks, and opportunities for improvement; and develop recommendations to strengthen payment accuracy, reporting, stakeholder support, and program administration. Working at the intersection of policy and operations, the HSN Fiscal Policy Analyst helps translate complex policy requirements into practical fiscal processes and supports cross-functional projects that advance accurate, consistent, and compliant administration of the Health Safety Net.
