About The Position

Roquette is seeking a Health, Safety & Environmental (HSE) Manager to join their Americas HSE Team. This role is responsible for developing, implementing, and managing HS&E programs to foster a strong safety culture, improve HS&E performance, and ensure regulatory compliance for the Keokuk location. As a key member of the Site Leadership Team, this position collaborates with Operations, Engineering, Maintenance, Human Resources, and Corporate HSE leaders to drive safety culture, environmental stewardship, process safety excellence, and operational performance. The position is located in Keokuk, IA.

Requirements

  • Bachelor’s degree or higher in Occupational Health & Safety or a related field such as engineering, environmental science, Chemical Engineering, Industrial Hygiene or related discipline
  • Minimum of 5 years’ experience leading Health, Safety & Environmental programs preferably in a manufacturing or industrial setting
  • Minimum of 5 years direct people leadership experience
  • Experience managing OSHA, EPA, state environmental agency, or other regulatory inspections and audits.
  • Proven ability to influence senior leaders, manage organizational change, and drive cultural transformation initiatives.

Nice To Haves

  • Appropriate certification desired (CSP, ASP, GSP, COSS, CES)
  • Air Emission (Title 5) and storm water experience
  • Experience in a chemical manufacturing facility or a corn wet milling facility is a plus.
  • Experience with PSM or at a PSM site preferred.
  • Demonstrated experience leading HSE programs within a Process Safety Management (PSM) environment strongly preferred.
  • Experience with management systems
  • Continuous Improvement, Lean Manufacturing, Six Sigma, or Operational Excellence experience preferred.

Responsibilities

  • Serve as a member of the Site Leadership Team and provide strategic direction for all health, safety, environmental, and process safety initiatives.
  • Develop and execute site HSE strategies that support operational excellence, sustainability objectives, regulatory compliance, and business performance goals.
  • Champion a culture of accountability, continuous improvement, employee engagement, and proactive risk management.
  • Create and maintain comprehensive safety and environmental programs tailored to the specific hazards of a corn wet milling facility.
  • Oversee employee and contractor training programs, promote a strong safety culture, and ensure compliance with OSHA regulations.
  • Establish and maintain industrial hygiene monitoring and reporting programs.
  • Serve as a liaison with authorities during plant emergencies.
  • Fulfill all reporting requirements for federal, state, and local regulations.
  • Interface with regulatory agencies during audits and permit updates.
  • Create and enforce safety policies.
  • Conduct regular inspections and risk assessments to identify potential hazards and implement control measures to mitigate risks.
  • Investigate incidents, conduct root cause analysis, and implement corrective actions to prevent recurrence.
  • Provide training programs and communicate safety protocols to employees.
  • Track safety metrics and prepare reports for management.
  • Stay updated with relevant laws and regulations and ensure compliance.
  • Foster a culture of safety and well-being among employees.
  • Continuously seek ways to improve safety and environmental practices.
  • Lead, develop, coach, and mentor a team of HSE professionals to build organizational capability and drive high performance.
  • Foster a culture of inclusion, accountability, collaboration, and employee engagement.
  • Influence and support leaders across all levels of the organization to embed HSE ownership into daily operations.
