About The Position

The Health, Safety & Environment, Manager will lead a specialized team that provides practical work site guidance to managers and employees relating to compliance expectations for policies, procedures, regulations and training requirements for the natural gas utility industry.  This position ensures that PNG has industry leading management systems and HSE performance. The successful candidate will help define and focus on HSE priorities and requirements, which are important components of providing safe, reliable service to the customers and the communities PNG serves.

Requirements

  • Post-secondary education in Health and Safety management and/or completion of Environmental Studies also an asset. Minimum 5-7 years in a similar role managing an HSE program in a multi-site organization with emphasis on excellent working knowledge of Environment, Health and Safety regulations at the Federal, Provincial (BC) and local levels
  • Experience in operations and project management in an industrial environment
  • Excellent interpersonal, negotiation, organizational, and planning skills with the ability to think strategically
  • Strong technical writing and oral communication skills.
  • Experience working with a unionized workforce and external contractors
  • Demonstrated excellent presentation skills
  • Working knowledge and experience in implementing ISO/OHSAS standards and risk management principles.
  • Approachable, flexible and able to adapt in a fluid work environment both in the office and on site.

Responsibilities

  • Drive Continual Improvement in Health, Safety & Environment Performance
  • Actively develops HSE programs and initiatives for compliance and continuous improvement. Focus on improving company safety performance by reducing the frequency and severity of loss. This includes developing appropriate corporate and department HSE benchmarks, goals and measures.
  • Conducts or directs research to identify hazards, evaluates company HSE systems and processes, and prepares reports of findings with recommendations for action including associated cost analysis.
  • Works closely with functional leaders to jointly develop HSE strategies, programs and initiatives.
  • Maintains liaison with outside organizations, such as fire departments, health and environmental organizations, and government agencies to assure information exchange and mutual assistance.
  • Monitors environment, health and safety threats and trends and develops programs in response to protect PNG and its employees as well as customers, including emergency preparedness plans.
  • Drafts policies and procedures for approval and inclusion into operational policies and work practices.
  • Travels to the operating regions to monitor, observe, coach and audit the performance of employees and contractors as they related to the compliance of policies, procedures, codes, standards and regulations. Travel across operating regions up to 50% at times.
  • Provides guidance and support for safety related training initiatives.
  • Implement HSE programs and initiatives for all company locations and worksites
  • Collects, maintains, monitors and analyzes company safety statistics and trends, conducts injury analysis, completes accident investigation process and consistently draws accurate conclusions to implement programs that achieve safety targets.
  • Works closely with functional leaders to implement HSE strategies, programs and initiatives in their respective areas.
  • Achieves and maintains COR certification, leads ongoing audits and risk assessments.
  • Ensures all HSE manuals, policies, practices and procedures are current and are being employed consistently at each company location.
  • Advises management and staff on the interpretation and application of OH&S rules, Environmental requirements, and applicable regulations and legislation.
  • Leads the development and delivery of HSE training for all PNG employees.
  • Works closely with other TriSummit Utilities (TSU) and industry contacts to coordinate information and align practices where appropriate.
  • Strategic planning
  • Plays a key role in the strategic planning process both within PNG and in support of TSU’s strategic processes
  • Management of People
  • Direct the work of the Safety & Competency Compliance Coordinator
  • Provide mentorship and guidance to other staff within the organization in line with the level of this position
  • Supports and enforces corporate policies, procedures and business decisions
  • Acts as a change agent by challenging long-standing principles and paradigms to drive cost reductions and enhance performance
  • Leadership
  • Leads by demonstrating the required behavior, attitude and mindset to further develop a strong company HSE culture.
  • Formal people leader for a team of HSE professionals, consultants and Field [contract] SMEs
  • Able to interact and influence field workers and leadership.
