About The Position

The Center for Population Health Data Science (CPHDS), launched in October 2023, aims to modernize data practices and improve the accessibility, timeliness, equity, usability, and protection of public health data for New Yorkers. The Bureau of Data Technology and Strategy (DTS) houses data strategy, communication, governance, product management, engineering, and science capabilities. The Unified Data Experience (UDX) team within DTS is focused on modernizing how the agency communicates data to the public, ensuring all public-facing data products are usable, accessible, and approachable. The goal is to create a real-time, comprehensive view of city needs to enhance public health actions and improve health outcomes, particularly for vulnerable populations.

Requirements

  • A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological, environmental science or in public health.
  • For Assignment Level II and above: A doctorate degree with specialization in an appropriate field and one year of full-time experience in a responsible supervisory, administrative or research capacity; OR a master's degree with specialization in an appropriate field and three years of responsible full-time research experience; OR equivalent education and/or experience, with a minimum of a master's degree and at least two years of experience.
  • Two years as a City Research Scientist Level I can substitute for experience requirements.

Nice To Haves

  • Four or more years of demonstrated leadership experience developing internally- and externally-facing data communication products like dashboards and web products.
  • Experience designing complex solutions.
  • Enthusiasm for data visualization and data communication products.
  • Experience in accessible front-end web design using HTML, CSS, and JavaScript.
  • Familiarity with contemporary web development tools and technologies, especially JavaScript-based open-source frameworks like React and Next.js.
  • A strong grasp of user-centered design principles or design thinking.
  • Experience with public health principles, health literacy, evidence-based health communications, or evidence-based data visualization techniques.
  • Familiarity with experimental thinking and ability to conduct A/B tests.
  • Ability to work effectively in a team setting.
  • Ability to synthesize abstract ideas into concrete designs.
  • Passion for resolving user pain points through great design.
  • Openness to receiving feedback and constructive criticism.

Responsibilities

  • Lead the engineering and development of the UDX platform, including technology, architecture, and component selection.
  • Collaborate with the team on research and design, transforming needs into prototypes and prototypes into products.
  • Identify and solve design or technical problems with timely and cost-effective solutions.
  • Lead and guide other contributors, including junior developers and UX designers.
  • Communicate design, development, and technical decisions and trade-offs to internal stakeholders.
  • Ask insightful questions, take risks, and champion innovative ideas that facilitate data-driven action.
