About The Position

The Bureau of Health Care Quality and Compliance of the Nevada Health Authority is seeking Health Facilities Inspectors in our Las Vegas. Registered sanitarians, dieticians, social workers, pharmacists, and other allied professionals are encouraged to apply and use their skills to ensure the public's safety in Nevada's health care facilities. The Health Facilities Inspector position will conduct on-site or off-site surveys for regulatory compliance with state licensure, federal certification, and complaint investigations throughout Nevada. Inspections are conducted individually or as part of a team. Previous health care experience is preferred. The inspector role requires the individual to: Inspect healthcare facilities for compliance with infection control regulations, which may require the inspector to enter facilities with infectious diseases and be able to comfortably wear a fit tested mask (N-95) for long periods and any other appropriate personal protective equipment. Evaluate compliance with standards, state and federal statutes or regulations through the inspection process utilizing record review, interviews, and observations. Complete all required inspection activities, documentation and follow-up documents required to complete the inspection process in accordance with regulations, statutes, and policies and procedures as applicable, within a defined deadline through paperwork and data entry. The chosen incumbent must successfully obtain qualification by passing an examination, Surveyor Minimum Qualification (SMQT), within the first year of employment. Three years of recent direct care experience in a critical care setting (ER, ICU, NICU, PACU, PICU) preferred. Health Facilities Inspectors – Registered Nurse (RN) conduct inspections of health care facilities and services at a variety of facilities.

Requirements

Three or more years of applicable experience as described in the job duties
Current licensure as a RN issued by the Nevada State Board of Nursing.
Knowledge of Applicable federal and State laws, regulations, requirements, and agency policies and procedures
Knowledge of investigative methods appropriate to regulatory compliance functions
Knowledge of regulatory and compliance processes.
Knowledge of Principles, practices, and methods related to nursing care
Knowledge of operation of a personal computer and associated business software
Knowledge of principles of health care delivery systems
Knowledge of health care terminology
Knowledge of past and present medical practices used in health care facilities for various populations
Knowledge of proper English grammar, spelling, punctuation, and composition to prepare inspection reports.
Knowledge of Interpersonal relationships and team building techniques
Knowledge of basic human anatomy and physiology
Knowledge of community resources for health care recipients
Knowledge of obtaining variances from regulations
Knowledge of informal dispute resolution techniques.
Skill in Interpersonal and communication, both verbal and written.
Skill in Use and operation of office and job-related equipment and software.
Ability to Identify areas of noncompliance with regulations
Ability to produce clear, concise, accurate, and well-organized documents and reports
Ability to provide guidance to staff, providers, and the public about inspection procedures and requirements
Ability to identify and secure information necessary to conduct a thorough review
Ability to recognize obvious indications of patient/resident illness or abnormality
Ability to evaluate laboratory proficiency to ensure accuracy of results
Ability to identify possible abuse, neglect, or misappropriation of property of recipients of health care.

Ability to maintain organized and accurate records using a variety of data collection methods

Responsibilities

Conduct inspections of facilities to assess compliance regarding licensure, permitting, certification, and Medicare/Medicaid.
Determine appropriateness of patient assessment and care, review charts and laboratory reports, observe procedures, conduct education and training, and initiate referrals to professional licensing boards as needed.
Conduct initial meetings with facility stakeholders to explain inspection procedures and regulatory requirements, seeking cooperation and access to necessary information.
Review facility policies and procedures, medical records, quality assurance programs, and infection control measures.
Examine financial documents in areas such as contracts, admissions, and financial management.
Inspect facility infrastructure and evaluate environmental conditions and emergency plans.
Review architectural plans for compliance with construction and life safety codes, communicating determinations to facilities and contractors.
Summarize inspection findings, identify violations, prepare formal reports, and make recommendations for certification status and enforcement actions.
Review and approve facility plans for correcting deficiencies, facilitate dispute resolution, and coordinate joint inspections with regulatory agencies.
Investigate and resolve complaints against facilities, taking appropriate action in response.
Assist in revising regulations, policies, and procedures to improve services.
Prepare and maintain facility licenses and files, review applications, verify information, and update listings.
Provide regulatory guidance to personnel and conduct training seminars on compliance issues and new medical techniques.
Perform related duties as assigned.
