About The Position

The Health Affairs Institute (HAI) at West Virginia University is seeking a Hybrid Health Data Analyst. This role involves collaborative efforts with West Virginia’s Department of Human Services (DoHS), other state agencies, hospital systems, and nonprofits. The ideal candidate will have experience aligning with the missions of DoHS’s various bureaus. The Health Data Analyst will conduct policy and evaluation research, participate in interdisciplinary teams, and utilize strong analytical skills to derive insights from data and communicate them effectively to drive decision-making.

Requirements

  • Master’s Degree in a health-related field
  • A minimum of two (2) years of experience in the following:
  • Record of research and achievement in health outcomes and policy research (health services research, public health informatics, health policy, clinical outcomes) as evidenced by publications and a sustained research program.
  • Experience and knowledge in machine learning and predictive analytics
  • Experience in conducting geo-spatial analysis
  • Experience conducting research/evaluation within the academic and governmental sectors.
  • Good knowledge of Medicaid Claims data and adequate understanding of using eligibility, facility header, facility detail, and professional files.
  • Experience in conducting in-house training
  • Any equivalent combination of related education and/or experience will be considered.
  • All qualifications must be met by the time of employment.
  • Extensive knowledge and experience in utilizing large health databases for research, program evaluation, and policy development.
  • Ability to project and maintain a positive and collaborative attitude.
  • Record of accomplishments in the area of health data analytics.
  • Strong ability to communicate goals, methods, and results of research initiatives with key stakeholders.
  • Demonstrated proficiency in the use of standard software packages such as SAS or R
  • Experience with Python, SQL Server, R, PowerBI, Geocoding, Tableau, ARC
  • Good knowledge of handling mortality data
  • Experience working with Medicaid Claims data and adequate understanding of using eligibility, facility header, facility detail, and professional files.
  • Training and facilitation skills
  • Strong understanding of Data Security and Compliance – particularly with HIPAA and PHI data access and storage

Responsibilities

  • Serves as an HAI representative and liaison to the West Virginia DoHS for the planning and performance of projects, programs, and activities involving health data analytics and program evaluation.
  • Facilitates communication and efficient collaboration between research partners at the Health Affairs Institute and the West Virginia Department of Health and Human Resources staff.
  • Ensures that data analytic and research/evaluation activities comply with Health Affairs Institute and University-level policies for the responsible conduct of research and federal and state policies.
  • Support HAI projects in communicating data and spatial analyses to many audiences.
  • Collaborate with HAI projects to execute both basic and complex data and mapping analyses.
  • Prepare static and interactive maps and dashboards for internal & external audiences.
  • Use statistical software (e.g., SAS Python, SQL Server) to clean, manage, and analyze data.
  • Use ARC or other GIS packages.
  • Provides consultation to faculty and government partners regarding the preparation of research proposals, design and methodology, data analytics, and interpretation of results.
  • Identifies opportunities for potential collaborations between the Health Sciences Center and the West Virginia Department of Health and Human Resources.
  • Prepares reports as required by the University, the Health Sciences Center administration, and external agencies.
  • Communicates results of analytic projects and program evaluations with relevant West Virginia Department of Health and Human Resources staff.
  • Conducts or directs special projects as assigned.
  • Acts in other matters and capacities as delegated by the Director of Health Analytics for the Health Affairs Institute.
  • Conducts advanced analytics such as machine learning and performs predictive analytics.
  • Possesses knowledge and expertise in geo-spatial analysis.
