About The Position

As a Health Cost Data Analyst, you will support the development, maintenance, and administration of the Sustainable Health Care Cost Growth Target Program. You will collect, analyze, and report data from health insurers, hospitals, and health care providers, including health care claims, encounter, and enrollment data, to produce summary statistics, performance measures, and other indicators used to assess cost growth targets and identify areas for improvement. In this role, you will oversee data quality and validation, report generation, data request fulfillment, and ad hoc analyses for internal and external partners. You will also plan and manage key initiatives related to data analysis, validation, and internal process improvement. Additionally, you will collaborate closely with analysts in the Office of Health Analytics, program staff in the Office of Health Policy, and partners across OHA divisions such as Public Health and Health Systems, as well as external partners including the Department of Human Services (DHS) and the Department of Consumer and Business Services (DCBS).

Requirements

  • A Bachelor's Degree in any discipline that included six-quarter units in statistics or quantitative analysis methods and procedures, and one year experience using computerized applications to independently gather, compile, and analyze data and prepare narrative or statistical reports; OR Four years of research experience using computerized applications to independently gather, compile, and analyze data and prepare narrative or statistical reports.

Nice To Haves

  • Graduate-level coursework in health sciences, economics, statistics, informatics, public policy, public health, or computer science.
  • At least two years of experience analyzing health care financial, claims, or enrollment data.
  • Knowledge of health care claims, encounter, enrollment data, health care quality, cost, and utilization measures.
  • Proficiency with statistical software (e.g., R or SAS) and programming languages (e.g., SQL).
  • Demonstrated ability to write scripts or macros to automate data extraction and compilation from Excel or flat files.
  • Demonstrated ability to perform statistical and quantitative analyses using health services research and evaluation methods.
  • Demonstrated ability to present data using written summaries, charts, graphs, and data visualizations (e.g., Tableau or similar tools).
  • Demonstrated ability to manage multiple competing priorities in a complex, deadline-driven environment.
  • Knowledge of health policy (including Medicaid, Medicare, and health reform).
  • Experience supporting culturally responsive and inclusive work environments.
